The vacant Saratoga County Infirmary (a.k.a. Saratoga County Homestead or The Homestead Sanitarium) located  in the Hamlet of Barkersville, in the Town of Providence New York, was originally constructed in 1914. The original building was wood construction, but was replaced by the current brick structure in 1932.
 
Since its construction in 1932, the minimum design loads  (dead and live) for flat or sloped roofs in New York State (and in this geographic area) have increased numerous times. We can state with confidence that the existing facility would not meet the current standards for design roof loading.  Please contact me if you need any additional information.

I talked to Keith Manz, P.E., the Saratoga County Commissioner of Public Works and discussed the EPA’s request for an engineering opinion as to the load bearing capacity of flat roofs in Saratoga County. Keith is willing to give such an opinion.
 
Can you coordinate with Keith as to the form and content of that opinion, who it is addressed to, etc. Keith ‘s email is kmanz@saratogacountyny.gov and his office number is 885-2235.
