Site Description

The Plastech facility located off of US Hwy 34 in Winnsboro, Fairfield County, South Carolina (Site) formerly produced plastic parts for domestic and foreign automobile manufactures.  The facility ended operations in May 2008 and entered into bankruptcy.  

South Carolina Department of Health and Environmental Conservation (SCDHEC) referred the Site to ERRB for removal site evaluation.  Upon arrival on February 2, 2009, the EPA OSC discovered approximately 60 + unsecured drums, containers, and totes containing solvents, corrosives, and oil/greases.  Additionally, the OSC documented spilled oil and other orphaned cylinders and chemical containers throughout the Site.  The OSC mobilized START and ERRS on February 3, 2009 to secure and stabilize the Site and coordinate disposal of the remaining waste.


Current Activities

The OSC has tasked the Superfund Technical Assessment and Response Team (START) to inventory and sample the containers, drums, totes and coordinate sampling data, provided by the SCDHEC mobile laboratory, to validate labeling and contents of the containers.  The Emergency Rapid Response Service (ERRS) will coordinate shipment and disposal of the waste and conduct any additional materials handling as needed.

START has completed sampling and inventory of the containers.  SCDHEC has completed field analysis of the samples and submitted the data to START for evaluation against drum labeling and Material Safety Data Sheets and other drum information.

ERRS has cleaned open spills of oil on the Site and stagged containers for shipment.  The ERRS Disposal Coordinator will submit bids to respective disposal vendors as soon as START completes drum identification and validation.


Planned Removal Actions

ERRS will submit the analytical results to waste vendors to solicit disposal bids. Once the acceptable bids have been identified, ERRS will return to the site and ship the waste to the appropriate disposal vendors for disposal.
