1.1.2 Site Description
The Old Bondsville Factory Site is the former location of a textile mill located in Palmer and Belchertown, Massachusetts. Covering about 12 acres, the Site is bordered to the north and west by residential properties, to the east by a dam across the Swift River, and to the south by Main Street in Palmer and Depot Street in Belchertown.
During an April 2008 Targeted Brownfields Assessment, EPA’s Brownfields program found high levels of lead and arsenic in surface soils and referred the Site to the Emergency Planning and Response Branch (EPRB) in May 2008. EPA conducted a removal site investigation on July 8-11, 2008 which confirmed the presence of high levels of arsenic and lead in surface soils. The site investigation was closed on July 25, 2008 with the recommendation that a time critical removal action be conducted. See polrep 1 for additional site background information.

2.1.1 Response Actions to Date
See previous polreps for removal activities conducted prior to January 8, 2009.
On April 2, 2009, EPA conducted a site walk with a representative of Belchertown Land Trust (site owner) to view current conditions and discuss remaining work to be conducted. On April 7, 2009, EPA and the START contractor conducted hazard categorization testing of solid materials uncovered during excavation activities in January 2009. No hazardous characteristics were observed. The materials were also sampled for metals analysis at EPA's New England Regional Laboratory (results pending).
2.1.4 Progress Metrics
Between October 2008 and January 2009, 136 grids of contaminated surface soils were excavated, generating 2,344 tons of contaminated soils.

Remaining removal activities planned for the spring of 2009 include backfilling and grading excavations with clean fill and applying loam and seed to disturbed areas.

EPA attended a televised public meeting with the Town of Palmer on September 8, 2008. EPA's Public Information Officer also distributed a fact sheet to local residents in September 2008 to provide information about the cleanup.
