Site Description

See POLREPs #4 and #5 and #12 for Site description information.

The Site was remobilized April 20, 2009.

The Site had temporary fencing installed around the pits and basements and vaults intending to minimize the potential for trespassers to enter into these features.  The fencing was installed by the owner in response to a request from the City as result of trespassers, including children, entering upon the Site.  The OSC has also observed children skateboarding around the Site.

The Site has suffered some vandalism including broken windows and stolen storm grates.  This demonstrates that persons are entering upon the Site during non-working hours.

The OSC believes that it will be difficult to assure the safety of the community during the tenure of the removal action solely through the use of the temporary fencing.  The scope of the Removal Action includes the mobilization of personnel and equipment to, among other things, improve safety considerations.  This POLREP and Special Bulletin intends to clarify the socpe of the removal action to indicate that activities intending to improve the safety considerations of the Site may include providing locking storage boxes or covers for certain wastes, maintaining temporary security fencing along critical features, providing personnel to secure the Site during non-working hours, and minimizing the potential for exposure to potential contaminants on response-related equipment and to debris (which may include some scrap metal) generated during the response.



    


Current Activities

The Site was re-mobilized April 20, 2009.  The ERRS contractor mobilized personnel and equipment to initiate response actions.  

The OSC directed the contractor to re-install the temporary security fencing around the pits, vaults and basement areas to minimze the potential for trespassers to enter these features.

The OSC aurthorized the contractor to install security fencing, provide security personnel, and obtain locking devices and covers to secure potentially contaminated equipment, items, and debris.
