1.1.2 Site Description

The Old Bondsville Factory Site is the location of a former textile mill located in Palmer and Belchertown, Massachusetts.   Covering about 12 acres, the Site is bordered to the north and west by residential properties, to the east by a dam across the Swift River, and to the south by Main Street in Palmer and Depot Street in Belchertown.

During an April 2008 Targeted Brownfields Assessment, EPA’s Brownfields program found high levels of lead and arsenic in surface soils and referred the Site to the Emergency Planning and Response Branch (EPRB) in May 2008.  EPA conducted a removal site investigation on July 8-11, 2008 which confirmed the presence of high levels of arsenic and lead in surface soils.  The site investigation was closed on July 25, 2008 with the recommendation that a time critical removal action be conducted.  See polrep 1 for additional site background information.

See previous polreps for removal activities conducted prior to April 27, 2009.

During the week of April 27 through May 1, 2009, EPA and its contractors completed backfilling the excavated areas with clean fill.  Disturbed areas were then loamed and seeded.

On May 15, 2009, EPA and the ERRS contractor applied additional grass seed and erosion matting to address areas of potential erosion and then demobilized.

Between October 2008 and January 2009, 136 grids of contaminated surface soils were excavated, generating 2,344 tons of contaminated soils.

EPA attended a televised public meeting with the Town of Palmer on September 8, 2008.  EPA's Public Information Officer also distributed a fact sheet to local residents in September 2008 to provide information about the cleanup.
