Site Description

On May 14, 2009, the Missouri Department of Natural Resources (MDNR) was notified by local officials of Kirksville, Missouri, about the discovery of a waste oil spill that occurred on the evening of May 13, 2009. State On-Scene Coordinator (SOSC) Rick Gann responded to the incident. The spill occurred near Brewington Avenue and Highway B in Kirksville, and was affecting a tributary of the North Fork of the Salt River. The spill was estimated at 50 gallons, and was caught in debris in the tributary for about 1/2 mile. The spill appeared to be caused by the severe weather and a tornado that occurred in the area. A source could not be found, and heavy rain appeared to have washed away traces of where the spill origianted. SOSC Gann, with the assistance of the Kirksville Fire Department, began conducting a cleanup by hand with absorbents and deployed boom.


Current Activities

On the afternoon of May 14, 2009, MDNR Duty Officer contacted EPA Duty Officer Megan Brunkhorst and requested Oil Pollution Act funding be authorized for the spill. The EPA Duty Officer opened the Oil Spill Liability Trust Fund on May 14. The fund was opened for $10,000. After further reconnaissance by MDNR, more oil was found downstream and the estimation of oil in the waterway was raised to 200 gallons. The funding was amended from $10,000 to $25,000.
In coordination with Federal On-Scene Coordinator (FOSC) Joe Davis, SOSC Gann returned to the site with four contractors on May 15, 2009. The contractors deployed more boom and pads were placed in the ditch until operations had to be stopped temporarily due to heavy rain. Upon return to the site after the rain stopped, SOSC Gann observed that the oil and all boom had been completely washed away. FOSC Davis was notified about the situation and no additional clean-up actions were taken.


Planned Removal Actions

No further actions are planned at this time.


Next Steps

MDNR will file cost-accounting information in accordance with the Pollution Removal Funding Authorization (PRFA) issued for the incident. The PRFA was issued to MDNR in the amount of $20,000.
