Site Description

Site is located at Hughes River Public Hunting in Ritchie County, WV.  Well is in the flood plain of the stream leading to the Little Kanawha River.


Current Activities

a.  On March 17, 2004, WVDEP and the contractor mobilized to the site and the contractor rigged up on the well.
b.  On March 18 and 19, 2004, the contractor utilized drilling tools and reached a depth of 270'.  There was a large amount of debris and wood in the hole and slowed the contractors' drilling rate.
c.  During the week of March 22, 2004, the contractors continued drill-out operations in the wellbore and reached the T.D. of 310 feet.  The contractor pulled the 6 5/8" casing from the wellbore and cemented the well to the surface.  The contractor set the monument on the well on Wednesday, March 24, 2004.  Site pit fluids were disposed of on Thursday, March 24, 2004; reclamation at the site began.
d.  On March 29, 2004, the contractors completed reclamation at the location of the well.
e.  On April 1, 2004, WVDEP Belcher escorted START to the location of the well.  START conducted photo documentation of the site.  WVDEP and START did not observe any oil contamination at the location.
f.  On April 8, 2004, START continued to investigate the existence of a PRP for the abandonment at this well site.  START obtained the pertinent copies of all deeds and leases that were associated with the property that the well is located on.  START corresponded with OSC Kelly and informed him of the possibility of a PRP for the site.


Planned Removal Actions

No further removal actions are anticipated at the site.


Next Steps

a.  START will complete the PRP search for the abandonment of this well and report the results to OSC Kelly.
b.  OSC Kelly will continue correspondence with the USCG concerning the status of the PRP search for this well.
c.  Upon receipt of the final cost documentation from WVDEP, START will complete the After Action Report for the site and submit it to OSC Kelly for review.
d.  Upon approval of the After Action Report, OSC Kelly will submit the report to the USCG for WVDEP reimbursement of funding utilized for the response.
e.  Following reimbursement of funding to the WVDEP, no further EPA involvement is expected.


Key Issues

The threat of oil discharge into the navigable waters of West Virginia has been mitigated.
