A. OSC Kelly directed the START contractor to procured a subcontractor to conduct a survey of two properties at the site. These two properties included the old salvage recycling facility and the UPS facility. START made arrangements to meet with the surveyors during the week of March 2, 2004. B. On March 3, 2004, START met with the surveyors at the site. START delineated the areas of the site where the lead-contaminated soil was present and requested that the surveyors determine the surface land owner for these areas, along with the property boundaries of the UPS facility and the old salvage recycling facility. The surveyors completed their work in two days, and reported the initial results to START. The surveyors prepared to import the information obtained during the survey into mapping software and prepare a map of the two properties for EPA. C. On March 22, 2004, OSC Kelly met with WVDEP Tom Fisher and David Farley to discuss the upcoming sampling event along with the discussing the Public Availability Session scheduled for April 20, 2004. OSC Kelly also met the the WV Department of Health, WV Cancer Registry Division of Surveillance & Disease, and the Agency for Toxic Substances and Disease Registrar Representatives to finalize the Public Availability Session D. On March 23, 2004, START mobilized a team to the site in order to conduct a sampling assessment of both the ball field and the t-ball field located adjacent to Omar Elementary School. START constructed a 25' grid of both fields and conducted a reconnaissance of the fields with EPA in order to determine sampling locations for the event. E. On March 24 and 25, 2004, START collected both a surface soil sample and a soil sample at a depth of two feet at 20 locations in the ball field area and five locations in the t-ball field area. START collected a total of 56 soil samples, including six duplicate soil samples for laboratory quality control, during the event. START also collected two rinsate water samples from the equipment utilized to achieve a depth of two feet, in order to assure that cross-contamination between samples did not occur. E. START packaged and shipped the soil and water samples and shipped them to their corresponding laboratories between March 26 and 29, 2004. The analyses that were requested for the samples were the following: lead, arsenic, poly-chlorinated biphenyls (PCBs), pesticides, organo-phosphate pesticides, and chlorinated herbicides. These analyses would detect any chemicals in the soil that would have resulted from the suspected dumping of pesticides in the fields in prior years, and would detect any of the contaminants of concern to the EPA at the site. The unvalidated results from the sampling event are expected to be received during the week of April 5, 2004.
