POLLUTION REPORT

On 11 August 2009, TCEQ requested EPA assistance concerning the fire at the I-27 Recycling Center.  TCEQ requested for the ASPECT plane to fly over the incident location and collect air monitoring data in the smoke plume and downwind of the fire.
The responding EPA OSC and START-3 mobilized to the site to provide further assistance to TCEQ as necessary.

The fire began on 10 August 2009 between 1600 and 1800 hours.  It was reported that a spark from a vehicle started the fire, but the cause of the fire is currently under investigation.  The facility recycles wood and asphalt shingles.  The facility is approximately 170 acres in size with approximately 20 acres impacted by the fire.

On 12 August 2009, EPA met with the TCEQ Regional Director, TCEQ air monitoring team from Austin, Texas, and TCEQ contractor Eagle Construction.  TCEQ stated that they brought extensive air monitoring and sampling equipment and more equipment was being mobilized.  TCEQ will set up to air monitor and sample for particulates and VOCs along the perimeter of the site.  To date, there have not been any VOC readings detected.  
TCEQ contractor, Eagle Construction, discussed mobilizing heavy equipment to break down the larger piles of material and use dirt in the area to smother the fires.  They will set up a system to make water available for emergency uses.

EPA, TCEQ, and Eagle Construction mobilized to the incident location.  EPA and START-3 observed that the piles of material were smoldering with small fires throughout the area.  The fire remained contained by the fire breaks.  Upon consultation with TCEQ, State assets were determined to be adequate for the response and no further EPA assistance was necessary.
EPA and START-3 demobilized from the site.

TCEQ will continue to conduct air monitoring and sampling around the site.  The fire will be monitored at all times to ensure that the fire does not spread across the fire breaks.

TCEQ contractor will mobilize heavy equipment to begin the process of extinguishing the fire.

EPA will continue to coordinate with TCEQ.

In 2002, there was a large fire at the facility that burned for weeks.

The nearest residence is located approximately .5 miles northeast of the incident location.

There were not any evacuations.
