Current Activities

From August 10 to August 14, 2009, U.S. EPA continued to remove the PCB capacitors from their racks and placed the capacitors in Gaylord boxes for shipment.

To date, U.S. EPA has packaged and shipped for incineration 1,298 of the 3,744 capacitors to Veolia Environmental Services, 7769 Highway 73, Port Arthur, Texas 77640.

U.S. EPA has shipped 22,741 gallons of PCB oil, for incineration, to the Clean Harbors Dear Park facility, 2027 Independence Parkway South, La Porte, Texas 77571 and 15,908 gallons of PCB oil for incireration to Violia Environmental Services, 7769 Highway 73, Port Arthur, Texas 77640.

Additionally, U.S. EPA located two PCB transformers from which Marine Pollution Control drained a total of 636 gallons of PCB oil.

Next Steps

1) Continue disposal of transformer PCB oil,
2) Continue packaging PCB capacitors,
3) Continue disposal of PCB capacitors.
4) Conduct a final assessment of the site buildings to locate potentially hazardous material/containers.
5) Consolidate the hazardous materials/containers in a central location for processing.

Key Issues

The environmental problems outlined in the site’s closure plan are beyond the scope of this removal action.  The On-Scene Coordinator has requested U.S. EPA’s Remedial Section determine whether DSC should be scored for the NPL.
