Site Description

This site is at the Perryville, Maryland water filtration plant.  A contractor working onsite on March 5, 2009, removed a transformer containing PCB oils.  The level of PCB in the oil was greater than 20%. The oil from the transformer was spread over a portion of the site.  The MDE arrived onsite Saturday evening, March 7, 2009, and sampled the oil.  Lab results received Monday morning indicated the presence of PCBs at high levels in the oil.  MDE requested EPA assistance with the site.

Current Activities

The construction contractor has hired a second environmental cleanup contractor to complete the cleanup.  They initially resampled the contaminated area to confirm the previous results.  Lab results indicated PCB levels from less than 1 parts per million (PPM) to 810 ppm.  Most of the contamination is in the immediate area where the oil was dumped.  The new contractor has continued to excavate comtaminated soil for offsite disposal.  On September 2, 2009, lab results indicated that the lower half of the excavated area is now below cleanup levels, and is being backfilled.  Additional excavation is planned for the upper area, until cleanup levels are reached.

An EPA OSC was onsite the following dates to observe site conditions and progress:
July 7 & 21, 2009
August 12, 28, & 31, 2009
September 2, 2009

Next Steps

Continue excavation and sampling until cleanup levels are completed.  EPA will continue to oversee this PRP self implementing cleanup.
