The Arlington Plating Company (APC) site (Site) is the location of a former metal plating facility. The Site is a building located at 4001-4007 Goodfellow Boulevard, St. Louis, MO. The building is located on property that is adjacent to commercial/light industrial properties on Goodfellow Boulevard and adjacent to residential properties on the west side. A portion of the structure that makes up the Site houses an auto alarm security business. Past operations at the Site by APC include metal cleaning, nickel and chrome plating, and electro polishing. During these operations hazardous wastes were generated. The Site contains a plating waste storage area that is about 900 square feet in area. Within the waste storage area there are approximately eighty 55-gallon drums and sixteen plating and rinse tanks. The Missouri Department of Natural Resources (MDNR) conducted inspections of the facility beginning in 1995 to determine if the facility was in compliance with the Missouri Hazardous Waste Management Law, Sections 260.350-.550 RSMo., and issued several Notices of Violation (NOV’s) to the facility. In addition the Metropolitan Sewer District (MSD) and the U. S. Environmental Protection Agency (EPA) have conducted inspections at various times.
The Site is located in the northern part of the city of St. Louis, MO. The Site is on Goodfellow Blvd., just north of Natural Bridge Rd. and just south of I-70. The Site is in a commercial/industrial area but immediately to the west is a residential area.
Inside the storage area are approximately 100 drums and other smaller containers along with 16 vats containing corrosive (pH <2) and toxic (>5ppm TCLP chromium, lead, cadmium, arsenic) hazardous waste. Some of the containers have deteriorated to the point that they may soon release their hazardous contents, and the containers will continue to deteriorate. The corrosive and toxic waste are characteristic hazardous wastes pursuant to Section 3001of the Solid Waste Disposal Act, 42 U.S.C. § 6921, and its supporting regulations, and as such are hazardous substances as defined in section 101(14) of CERCLA.

This POLREP covers the period of January 19 through January 23, 2004. The weather during the week was cold and clear with highs in the low 20's. Crews continued to work at digging sludge from the vats and cutting them up as they were emptied. Two additional laborers were added on Tuesday when it became apparent that the extra manpower would allow us to complete site work this week.
The disposal company tanker was at the site first thing Monday morning and approximately 4200 gallons of waste from four vats and sixty-eight drums was sent off-site for disposal. The empty drums and vats were cut-up and placed in the roll-off along with the solidified sludge from the remaining vats. On Wednesday the tanker returned and emptied the forty-two remaining drums-approximately 2100 gallons. The emptied drums were cut-up and placed in the roll-off and final clean-up of the building began. After thoroughly sweeping the floor a scarifier was brought in and ¼ to ½ inch of concrete was removed from the contaminated areas of the floor. That material was also placed into the roll-off. Sampling of the floor, wall and sump inside the building as well as the soil outside the building was competed by the START contractor. Sample results confirmed that the contamination levels in the floors, sumps, walls and exterior soil were below levels of concern.

No further removal actions are anticipated.

A public meeting will be held at the request of the citizens, outlining what took place during the clean-up and sample results following the removal action.
