Site Description

The Site is a 23-acre property located in a largely residential area of Baldwinville, Massachusetts (lat  42° 36' 37"N, long 72° 04' 33.5"W).  Baldwinville is one of four villages which comprise the Town of Templeton, whose population is 7000.

Three facility buildings, two empty sawdust silos, and a water tower comprise the permanent structures present.  The balance of the property contains an approximately 10-acre area formerly occupied by facility buildings, and a landfill extending into wetland areas.  The public is able to access the major portion of the Site between the main road and local residential areas, although the landfill area has been fenced by the Massachusetts Department of Environmental Protection (“MA DEP”).

The facility is currently privately owned and is inactive.  Contaminants found and removed from the Site to date include friable asbestos, polychlorinated biphenyls (“PCBs”), organic liquids, and heavy metals.


Current Activities

In December 2003, excavation and stockpiling of PCB-contaminated soils began.  After the first 1200 tons of soil were shipped for disposal, the Site was demobilized for winter.    

EPA remobilized to complete excavation and disposal of PCB-contaminated soil on April 20, 2004. As of this date, six 30 ft x 30 ft x 1 ft excavation grids have been cleared as "clean", and contaminated soil stockpiled and secured.


Planned Removal Actions

See POLREPs #1 and 2 for details.

Soils with PCB levels of 10 ppm and over will be removed to a depth of 1 foot.  Below 1 foot, soils exceeding 15 ppm will be removed to a depth of three feet.  

Excavation areas will be backfilled to grade after clearance sampling shows acceptable contaminant levels have been reached.


Next Steps

The following actions will be continued:

1. Excavation, characterization, stockpiling and removal of soil material as necessary;
2. Coordination with MA DEP on any actions required under the Clean Water Act and the Oil Pollution Act;
3. Assessment and characterization of any additional hazardous materials discovered;
4. Complete removal actions; perform any necessary and appropriate Site restoration, and demobilize.
