Site Description
Sterling Services LTD is located at 1530 Commor Street in Hamtramck, Wayne County, Michigan. The facility provides blending and warehousing of industrial lubricants, hydraulic oils, greases, petroleum products, dyes, and propylene glycol. The tank farm occupies five acres, consisting of 45 above ground storage tanks (ASTs) ranging from 4000 gallons to 500,000 gallon capacity. The facility's total storage capacity is approximately 5 million gallons.

Narrative
On August 27, at 1115 hours, the Hamtramck Fire Department responded to a fire at the Sterling Services facility in Hamtramck. The fire involved nine above ground storage tanks: Tank (1) 175 gallons of a deicer additive; Tank (2) 1,668 gallons of a diesel mix; Tank (3) 5,710 gallons of naptha; Tank (4) 4,250 gallons of high sulfur diesel; Tank (5) 13,874 gallons of diesel; Tank (6) 4,909 gallons of propylene glycol; Tank (7) 14,089 gallons of mineral oil; Tank (8) 17,897 gallons of mineral oil; Tank (101) ~2,000 gallons of propylene glycol, two empty rail cars that had carried gasoline and petroleum distillates, a product loading rack, a gasoline transfer line, and one semi trailer truck containing ~500 gallons of propylene glycol. The Incident Command (IC) ordered an evacuation in a quarter mile radius of the fire. U.S. EPA responded and assisted the Hamtramck Fire Department IC with air sampling, run-off control, health department coordination, sewer monitoring, and basement monitoring.
The OSC directed the company to mobilize their response contractors to begin collecting fire-fighting run-off and air monitoring. The PRP mobilized Marine Pollution Control (MPC) to conduct recovery and cleanup activities and the Center for Toxicology and Environmental Health (CTEH) to conduct air monitoring and sampling.
In coordination with the Detroit Hazmat Team, U.S. EPA deployed AREA REAs in the immediate area of the fire and sent air monitoring teams into the evacuated areas and beyond. Based on a National Atmospheric Release Advisory Center (NARAC) model and input from Michigan Department of Community Health and the Agency for Toxic Substance and Disease Registry, SUMMA canisters and filter samples were placed in the fallout area to collect metal, particulate, VOC, and SVOC samples. While real-time VOC readings were found immediately adjacent to the fire, no elevated readings were detected in the evacuated areas or beyond. Laboratory sample data from the filters and SUMMAs is pending.
At 1430 hours the fire was extinguished by use of foam provided by Marathon Oil Company through mutual aid. Based on concurrence from health agencies, the IC lifted the evacuation at 1700 hours. U.S. EPA and CTEH air monitoring continued until 0800 on August 28 – no elevated readings were found. U.S. EPA also attempted to sample the downwind fallout, but not enough material could be located.
In coordination with the Detroit Water Department, U.S. EPA conducted monitoring in the sewer system. Finding both elevated LEL and VOC readings at multiple locations along Woodland Street and Commor Street, U.S. EPA directed the PRP to begin flushing and vacuuming the sewer, which continued until 0600 hours on August 28. Based on a concern that petroleum contaminated run-off may have entered basements, U.S. EPA conducted LEL and VOC monitoring in adjacent residential basements. No elevated readings were found.
On August 28, at 0800 hours, the IC with U.S. EPA concurrence declared the emergency over.
On November 2, 2009, U.S. EPA completed the final site visit and on December 3, 2009, U.S. EPA completed review of final documents submitted by Sterling Services.
