Site Description

At 1656 EST on 18 March 2008, Texas Commission on Environmental Quality (TCEQ) notified the National Response Center (NRC#865386) of a discharge of materials from multiple containers at a former metal plating facility in Malakoff, Henderson County, Texas. TCEQ representatives stated that the site was previously operated by BBB Bumper Manufacturing and has been out of operation for at least eight years. The site is located near downtown Malakoff, adjacent to a retail shopping center and a church.


Current Activities

During the week of 16 November 2009, EPA contractors demolished the onsite building, including the concrete floor. START-3 conducted continuous air monitoring during the demolition. EPA contractors separated tin, steel, wood and concrete for disposal purposes.

During the week of 23 November 2009, EPA contractors began soil excavation based on analytical results during the assessment phase and VSP mapping. START-3 began soil confirmation screening using XRF technology. TCLP samples of the soil were collected.

During the week of 30 November 2009, no activities were conducted onsite while waiting for the TCLP results.

During the week of 7 December 2009, EPA contractors continued soil excavation activities. START-3 continued XRF soil confirmation screening. Multiple loads of sand/gravel mix were received for access/road loading. Due to several large rain events, water collected onsite and a 6,500 gallon AST was ordered for the site for the water to be pumped to and stored. The water will be sampled and disposed of. A discussion with adjacent landowners took place regarding EPA's intent to remove areas of contaminated soil from their respective properties. In addition, all of the non-hazardous soil was removed from the site. 28 non-hazardous trucks hauled approximately 542.03 tons of non-hazardous soil off-site to the Republic landfill in Ennis, TX.

During the week of 14 December 2009, EPA contractors continued soil excavation activities. START-3 continued XRF soil confirmation screening. Multiple loads of backfill began to arrive to begin filling to areas that no longer exceeded action levels. Water from the AST was discharged to the City of Malakoff with permission from the City. The water samples did not exceed their action levels and will be treated before being put back into the water system. In addition, all of the hazardous soil was removed from the site. 37 hazardous trucks hauled approximately 987.57 tons of hazardous soil off-site to the Clean Harbors facility near Waynoka, OK.

During the week of 21 December 2009, the ERRS contractor finished backfilling excavated areas, applied a grass seed mixture (rye grass and bermuda), and graded the property to promote proper drainage. The site was completed 22 December 2009.


Next Steps

Per the request of the neighboring property owner (Norman's Landscape Co.) EPA has tasked ERRS with subcontracting to a concrete company to make repairs to the driveway that was along the west side of Norman's that was also used by our trucking contractors to gain access to the site.  This work should be completed by the end of January 2010 depending on weather.
