Site Description

EPA Region 4 On Scene Coordinator initiated an emergency response action at the Crowders Mountain State Park after discovering numerous abandoned drums during a Removal Site Evaluation. Orphaned drums, containing product, are scattered about the site. Drums are in poor, dilapidated condition, unidentifiable or without legible makings. Located on the two-acre site are several open excavation pits and three stockpiles of soil/crushed drums & debris with contamination that tested as RCRA Hazardous or above TCLP concentrations for lead and VOCs.

Residential properties and a creek border the site. The OSC documented that erosion and sedimentation countermeasures were not in place. Organic vapors were identified in the ambient air throughout site. Source contamination was tentatively identified as miscellaneous paint/lacquers/organic solvents.

ERRS and START contractors were mobilized on 9/16/09 to support the response efforts.

Current Activities

ERRS continues preparation for off-site shipment and disposal of an estimated 1500 cubic yards of VOC & lead contaminated soil and debris and 47 overpacked drums of waste during this reporting period. Other free product from decayed drums are being packaged in cubic-yard boxes for transportation to disposal.. ERRS has treated the contaminated stockpile with triple superphosphate (TSP) (2.5% Fe + 1% P-TSP) fertilizer to stabilize lead and toluene to below TCLP and Land Ban concentration levels. START is conducting confirmatory surface soil sampling in grids that overlay areas where drum recovery operations took place and continues work-zone air monitoring while waste materials continue to be handled

Planned Removal Actions

ERRS is awaiting analytical data to confirm if the treatment goals for the contaminated soil-debris stockpiles have been met: TCLP Pb < 5 ppm & VOCs < 100 ppm. Off-Site shipment will be expedited upon receipt of the data.

Next Steps

Pending analytical results, prepare for off-site shipment of the soil and schedule pick-up of the containerized waste stream.

Disposition of Wastes

Three stockpiles of contaminated soil & debris were treated with superphosphate fertilizer (TSP) to stabilize lead and Toluene and disposed at Subtitle-D facility. Diposal took place on November 6,7 & 9, 2009 and 43 truck-loads to the land-fill at a cost of approximately $24,534.74.
