1.1.1 Incident Category

1.1.2 Site Description

The Site is a 1.25-acre lot enclosed by a 6-foot chain-link fence.  An estimated 600 ton contaminated soil pile in the northwest quadrant of the Site was identified by CT DEP as an imminent hazard.  According to the EPA Region 1 Environmental Justice Mapping Tool, the Site is in an environmental justice area. 

1.1.2.1 Location

The Chrome Engineering Site is located at 405 Central Avenue, Bridgeport, Fairfield County, CT in a residential/commercial/industrial area. The geographic coordinates of the property, as measured from its approximate center, are 41° 10′ 21″ north latitude and 73° 09′ 59″ west longitude. The 1.25-acre Site is bordered to the north by Eagle Street; to the east by Central Avenue and Johnson’s Creek/Cove; to the south by Trowel Street; and to the west by industrial property.


1.1.2.2 Description of Threat

The primary contaminate of concern is cadmium.  Extremely high levels of cadmium are located in the 600 ton soil pile that needs to be removed and sent for disposal.  High concentrations of lead and chromium were also identified in samples taken from the soil pile.  These metals will be abated in the process of transporting and disposing of the soil pile. 


1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Connecticut’s Department of Environmental Protection (CT DEP) requested that EPA’s Emergency Planning and Response Branch (EPRB) consider the Site for a removal action due primarily to concerns that it could be a significant environmental and public health concern because of high cadmium-contaminated soils.  The City of Bridgeport, through an EPA Brownfields grant, had conducted sampling activities as part of their Brownfields assessment and identified high levels of cadmium in a soil pile.  In 2007 and 2008, a Phase II Environmental Site Assessment Report and an Interim Remedial Action Plan were submitted to CT DEP, respectively.

On 22 June 2009, EPA and its Superfund Technical Assessment and Response Team (START) mobilized to the Site to collect soil samples from the pile.  START personnel collected a total of six composite surface soil samples (SP-01 through SP-06, including field duplicate SP-06) from the pile. All samples were sent to EPA Office of Environmental Measurement and Evaluation (OEME) for Toxicity Characteristic Leaching Procedure (TCLP) metals analyses.  On 3 August 2009, analytical data results were received from OEME. Four metals were detected in soil samples; barium, cadmium, chromium, and lead (See table below). Cadmium, chromium, and lead were detected in one or more of the soil samples at concentrations exceeding CT DEP Pollutant Mobility Criteria (PMC) indicated in bold.  Five samples failed the TCLP limit for cadmium of 1000 μg/L.  Based on these findings, EPA recommended a removal action in a closure memo dated October 8, 2009.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

Personnel conducted a site wak with the EPA OSC and the ERRS RM on 3/11/10 to verify site conditions and then commenced lining up resources.  On 3/11/10, the OSC met with Lillian Wade of the East End Neighborhood Revitization Zone, Ted Meekins of the East End Community Council, and Dr. Mark Mitchell of the CT Coalition for Environmental Justice to discuss the pending reamoval action.  On 3/26/10, the OSC delivered 150 fact sheets to Ms. Wade for distribution throughout the neighborhood. On 4/5/10, the OSC participated in a public meeting to provide details to the community of the planned removal action. On 4/6/10, the EPA OSC, 3 ERRS and 1 START personnel mobilized to the site and commenced set up operations.

2.1.2 Response Actions to Date

On 4/6/10, the OSC, 3 ERRS, and 2 START personnel mobilized to the site. A small bulldozer and an excavator were also mobilized. Air monitoring equipment was set up by the START personnel. Site security was set up and several truck loads of gravel were delivered in order to build a gravel road leading to the soil pile for the trucks to drive on. 2 fence contractors arrived and were provided a site walk.

On 4/7/10, ERRS placed temporary stakes into the ground and uprighted portions of the site perimeter fence that had been knocked down. Also signs were posted on the fence warning of no trespassing and that the site is a  hazardous material area. 

On 4/8/10, the EnviroMag soil stabilization chemicals arrived and mixing with the soil pile began.

On 4/9/10, the mixing of the soil stabilization chemicals with the soil pile was completed and a composite sample was taken and sent to a lab for analysis.

On 4/13/10, the analytical data was received from the lab and showed that the chemical treatment was not completely successful. A composite sample was taken and sent to EnviroMag for analysis in order to provide additional chemicals for treat the soil pile.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

The site has no viable PRP. The city of Bridgeport has taken over the property due to deliquent backtaxes.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

- Fencing contractor will repair/add fencing to the perimeter fence in order to restrict access.
- Perform air monitoring to ensure worker and public safety.
- A second round of chemical treatment will be conducted in order to successfully stabilize the soil pile.
- A composite sample will be analyzed to confirm that the soil pile has been rendered non-hazardous.
- Removal and disposal of the soil pile will commence.
- Soil will be delivered to an EPA-approved non-hazardous landfill.

Meetings on 4/20 and 4/21 will require site updates to the community.

2.2.2 Issues

Chemical treatment may not be successful and soil could be still considered hazardous. Thus T&D costs would significantly increase.

The site has slip trip and fall hazard due to rocks, weeds, and holes. Dust suppression techniques must be observed while the soil pile is being handled. Air monitors are being used on the perimeter and personal air monitors are being worn by ERRS personnel.
