1.1.1 Incident Category
Response to a threat of discharge of oil to an unnamed tributary to Wheeling Creek a tributary to the Ohio River from an abandoned industrial facility in Bridgeport, Ohio.
1.1.2 Site Description
The Wheeling Brake Band Site was an asbestos brake parts manufacturer from 1968 to 1984. The company ceased production of asbestos containing brake parts on or about 1984 but continued to produce non-asbestos brake parts up to 2009. Currently, the Site is inactive with no commercial or manufacturing activities.
The facility is located at the western terminal end of Berkley Avenue. The facility is open to foot traffic on all sides. A small stream is located to the south of the facility. The stream contains several beaver dams which cause routine flooding of the southern portion of the property including the facility’s building. The site contains approximately 170 55-gallon drums of oil and 2 pits inside the building containing approximately 30,000 gallons of oil/water mixture.

On Monday, August 16, USEPA and ERRS mobilized to the site to begin disposal of oil/water from the facility. Drums were restaged for ease of handling. Spilled oil on the concrete pad was cleaned up using dry sweep.
On Tuesday, August 17, ERRS began pumping oil from drums into a tanker and a second tanker began pumping oil/water mixture from an interior pit. ERRS continued sweeping exterior pad near spilled oil. Approximately 6,700 gallons of oil/water was transported to Clean Water Limited, Dayton, Ohio. Waste Management arrived on site to remove two 25 cubic yard municipal waste roll off boxes. Waste in the boxes was abandoned by the previous owner of the facility.
On Wednesday, August 18, ERRS completed pumping oil from 55-gallon drums and completed removal of oil/water from one pit and began removing oil/water from the second pit. ERRS staged 168 empty drums on the concrete pad at the rear of the facility. Approximately 18,500 gallons of oil/water was transported to Clean Water Limited, Dayton, Ohio.
On Thursday, August 19, ERRS completed pumping all oi/water mixture from the remaining pit. Five storage tanks within the pits were emptied of all oil/water as well. Approximately 7,400 gallons of oil/water was transported to Clean Water Limited, Dayton, Ohio. An approximate total of 32,600 gallons of oil/water mixture was removed from the site completing the OPA response. ERRS demobed all presonnel and equipment from the site.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The property owner and agent for Ohio Valley Industrial Properties, LLC signed an access agreement to permit USEPA access to the property to conduct the oil cleanup and a follow on CERCLA cleanup pending assessment analytical data review.
In addition, OSC Augustyn issued a Notice of Federal Interest to the property owner.
