Site Description

The Site was shutdown from November 20, 2009 through December 1, 2009 for a scheduled work break while waiting for disposal and approval of a Action Memo.  No problems reported at the Site during the break.  Please refer to POLREP 21 for Site Description Information.

On November 25, 2009, the Action Memorandum for the Request for a Ceiling Increase and Modification to the Scope for continuing a Removal Action at the WRG4 Vermiculite Site was signed.  The Action Memo merges the WRG4 Vermiculite Ravine Site into the WRG4 Vermiculite Site.

The ceiling increase provides the funding needed for disposal of additional asbestos contaminated soils.  The extent of contaminated soils was greater on the area of the former railroad bed adjacent to the ravine and on the southwest side of the ravine based on excavation activities.  The additional funding and modification to the scope will also allow for disposal of two drums of unknown material found while conducting work at the Site.


Current Activities

For the period of December 2 through December 11

ERRS mobilized back to the Site on December 2, 2009 for completion of the removal action including T&D of contaminated soils.  During the demobe period, the PADEP approved T&D at the two potential disposal facilities and ERRS finalized disposal arrangements with the facilities.  Delivery of disposal roll-offs began on December 2, 2009 with 11 roll-offs delivered.  ERRS prepared the roll-offs with 6 mil double liners and began filling them with the stockpiled contaminated soils.  Empty roll-offs were delivered each day.  ERRS continued to prepare the empty roll-offs with double liners and fill the roll-offs with the stockpiled contaminated soils and debris.  Loaded roll-offs were picked up each day and transported to the appropriate disposal facility.  During the work period, the following loads were taken off-site for disposal:

Six (6) roll-offs remain on-site waiting for Acceptability Determination for the Northwest Landfill before T&D can proceed.

ERRS excavated the former decon pad and hauled the gravel and soil to the stockpile area for loading into the roll-off boxes for disposal.  The former decon area was then backfilled with clean material and graded to ensure proper drainage.  Two additional loads of soil were delivered for fill material for the former decon area in addition to the material already on-site.  Gravel was also being delivered and placed along the bottom of the ravine for the entire length to prevent or limit any soil erosion as a result from water discharging from the culvert drainage pipe.

On or about December 9, 2010, the two roll-offs containing tree debris were picked for disposal at the EQ facility in Belleville, MI.  The two drums were overpacked and also picked up for disposal.  The drums were initially taken to EQ’s facility in Tampa, Florida with final disposition at a later date based on waste characteristics.

ERRS began shutting down the Site with the completion of the removal action.  The stockpile area, roll-off staging area and support road were scraped and a layer of crush-n-run gravel was placed over the area.  ERRS conducted overall site cleanup including the removal of silt fencing, caution tape and miscellaneous debris.  An access gate was secured at the access road at the end of Factory Avenue for safety reasons.  A “No Trespassing” sign was also secured to the gate and the gates were chained closed but not locked.  Wayne Township was notified of the access gates being left in place.  All equipment was deconned and called off-rent on or before December 11, 2009.  Utilities were shutoff and trailers are scheduled for pick up on or around December 15, 2009.  Security would be on-site daily from 5:00 pm until 7:00 am until trailers are picked up.

START conducted air monitoring/air sampling at three locations around the roll-off boxes and stockpile area for up to six days of operations for the work period, weather permitting.  START shipped air samples that were initially reported as overloaded by the DAS laboratory to the subcontract laboratory for re-analysis on December 2, 2009.  The air sampling/air monitoring program at the Site was completed on or around December 9, 2009.  START broke down all monitoring stations and prepared equipment for return to place of rental.

The OSC has allocated additional funds to START to complete analysis of air samples and conduct in-house data validation of all outstanding analytical results.

All ERRS and START personnel demobed from the Site on or around December 11, 2009.

Coordinate for T&D of the six remaining roll-offs with WM Northwest Landfill located in Sunbury, PA pending CERCLA Acceptability Determination.
