1.1.2 Site Description
On October 12, 2010, the Murphy Fire Department notified the National Response Center (NRC # 956732) of two abandoned drums in a ditch near 400 South Maxwell Creek Road, Murphy, Texas with one of those drums reported to be leaking. EPA OSC Adams and the START-3 were activated at approximately 1300 on October 12, 2010 to conduct a site investigation and recover the leaking drums.

2.1.2 Response Actions to Date
Following activation of the response team, EPA contacted the reporting Fire Department to gather additional information. The local Murphy Fire Department representative informed EPA that the property owner, Oncor Electric had been notified of the drums. EPA contacted the property owner and informed them of the situation and requested a representative meet the response team at the site.
EPA OSC Adams and START-3 arrived onsite at approximately 1500 on October 12 and met with a representative of Oncor Electricity Delivery who was already at the site. The representative from Oncor stated that the drums are on Oncor owned property, and Oncor has taken responsibility of the drums. The Oncor representative stated that he has contacted his cleanup contractor, Infrastrux T & D Services, to come and overpack the drums and remove any of the apillage and contaminated soil from the area around the drums, which will then be taken to an Oncor operated Waste Management Center in Lancaster, Texas. Prior to Infrastrux T & D Services arrival, START-3 conducted air monitoring around the drums with a FID and PID, and also conducted a Radiation survey. No readings were observed above background levels. Infrastrux T & D Services arrived at approximately 1600, and began to conduct cleanup activities. While onsite, EPA OSC Adams and START-3 observed Infrastrux T & D Services overpacking the drums and removing the contaminated soil and placing it in waste containers for disposal purposes. At approximately 1700, START-3 and OSC Adams demobilized from the site. At that time, the drums had been overpacked and loaded onto a transport vehicle and an additional Infrastrux T & D Services transport vehicle had arrived onsite to transport the contaminated soil.

The PRP at the time of this POLREP is Oncor Electric.
2.1.4 Progress Metrics
The PRP recovered two 55 gallon drums along with approximately one to two cubic yards of spillage and contaminated soil and vegetation. The recovered waste will be staged at the Oncor operated Waste Management Center in Lancaster, Texas, be sampled and profiled, and appropriately disposed.

The Oncor representative stated that the drums would be sampled and the samples would be analyzed by a laboratory for waste disposal purposes. The Oncor representative stated the area where the soil was removed would be sampled and analyzed at a laboratory analysis, but laboratory analysis of the soil samples was dependant on the drum sampling results.
