2.1.2 Response Actions to Date

From November 22 until November 23, 2010
  • WSP completed three washes of tank 51 out of 18 washes total.
  • WSP concluded that the washing issue that they were encountering was due to the hydraulic cannon clogging from solids in the reused diesel fuel rinseate. WSP plans to continue unclogging the hydraulic cannon as necessary to alleviate the problem.
  • WSP continued to pump stormwater out of the Tank 51 secondary containment; there is now approximately 19,000 gal of stormwater stored in one of WSP's frac tanks.
  • Waste characterization results were received by WSP for Tank 51 concrete secondary containment stormwater and forwarded to the disposal facility – Action Environmental in Fort Wayne, Indiana.
  • WSP collected stormwater samples from the secondary containment at Tanks 43 and 44 and sent the samples to the disposal facility for treatability analysis.
  • ERRS was on site after a 1" rain event on November 23, 2010 and estimated that there was approximately 4,000 gal of capacity left in frac tanks 7-10 and 106,200 gal of capacity in the west million-gal bunker tank (based on 36” of free board and an estimated 2,950 gal/inch).
  • In order to create more stormwater capacity in the southwest area, ERRS discharged approximately 24,000 gal of stormwater from frac tanks 7-10 into manway SS19 on the northeast area.
  • ERRS scheduled 5 vacuum trucks to load out 25,000 gal of oily water for disposal on Monday, November 29, 2010.
  • The Trustees had a new lock installed on the laboratory door located on the southwest corner of the Administration Building for safety and security purposes.
  • All personnel demobilized from the Site on November 23, 2010 for the Thanksgiving holiday.

 

From November 24 until November 26, 2010

Due to a large amount of rain from November 25, 2010 to November 26, 2010, ERRS was on site to assess the stormwater situation. On November 26, 2010 frac tanks 7-10 had reached their storage capacity and as a result ERRS shut off the southwest area pump at manway SS17. All stormwater was contained on site.

U.S.EPA and START will be on site while WSP and AIMM continue to work on tanks 51, 43, and 44.

ERRS will be on site to continue managing the stormwater in the northeast and southwest areas.

A stormwater contingency plan will be posted next week which will include an estimate of the amount capacity created as a result of the berms and cap in addition to weather conditions that might cause a "release".
