1.1.1 Incident Category

CERCLA Fund Lead Removal Action.

1.1.2 Site Description

The Wheeling Brake Block Site was an asbestos brake parts manufacturer from 1968 to 1984.  The company ceased production of asbestos-containing brake parts on or about 1984 but continued to produce non-asbestos brake parts up to 2009.  Currently the Site is inactive with no commercial or manufacturing activities.  The Site contained large quantities of asbestos waste inside and outside of the on-site building.

1.1.2.1 Location

The address for the facility is 56100 Berkley Ave. (a.k.a 100 W.Boyd Ave), Bridgeport, OH

1.1.2.2 Description of Threat

U.S. EPA transported approximately 1,500 cubic yards of ACM waste off site for disposal.  Approximately 5,000 cubic yards of ACM waste was burried within 3 on-ste disposal cells on the site.  Two (2) interior pits were filled with ACM and sealed with a concrete cap and an historical landfill was capped with 30 inches of clay.

All ACM was removed from the interior of the building and all interior surfaces were sprayed with encapsulation material to prevent future exposure to any residual ACM that remains.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

From July 28 through 30, 2010, USEPA conducted a CERCLA site assessment to confirm the presence of abandoned asbestos waste at the site.  A copy of the site assessment report is posted in the documents section of this website.

Monday, January 3, 2011, ERRS mobilized to the Site after the holiday break. Rental equipment and supplies mobilized to the Site.

 

Tuesday, January 4, ERRS installed critical barriers (plastic sheeting) over the openings to the building. Portable propane heaters were delivered to the Site and placed inside the building in order to increase the temperature inside the building for the encapsulation activity.

 

Wednesday, January 5, ERRS began the application of encapsulation on the walls and the ceiling inside the building. START mobilized to the Site.

 

Thursday, January 6, ERRS continued the application of encapsulation of the walls and the ceiling inside the building and began the application of encapsulation/sealant on the concrete floor.

 

Friday, January 7, ERRS and START activities the same as the previous day.  One (1) roll-off box of Asbestos-Containing Material (ACM) transported off site for disposal. This was the last roll-off box containing ACM transported off Site.

 

Saturday, January 8, ERRS and START activities the same as the previous day.

 

Sunday January 9, ERRS completed the encapsulation of the ceiling, walls and floor inside the building. START began the collection of final clearance air samples from two of the three designated final clearance areas inside the building.

 

Monday, January 10, ERRS began to decontaminate equipment for demobilization from the Site. START collected final clearance air samples from the last area inside the building.  Air samples were sent to the lab for analysis.

 

Tuesday, January 11, ERRS activities the same as the previous day.

 

Laboratory analytical results from the final clearance air samples indicated that airborne fiber concentrations from two of the three designated areas inside the building were below the specified airborne fiber concentration for passing final clearance inside the building. The final clearance air samples collected from the northwest portion of the building contained too much debris and therefore could not be analyzed.

 

Wednesday, January 12, ERRS activities the same as the previous day.  START collected another clearance air samples from the northwest portion of the building. Air samples were sent to the lab for analysis. START demobilized from the Site.

 

Thursday, January 13, ERRS employees and job trailers demobilize from Site.

 

One (1) roll-off box of Solid Waste transported off Site for disposal. This was the last waste roll-off box removed from the Site for disposal.

 

Friday, January 14, Laboratory analytical results from the final clearance air samples indicated that airborne fiber concentrations from the northwest portion inside the building were below the specified airborne fiber concentration for passing final clearance inside the building.

Wednesday, January 19, USEPA OSC conducted a final site walk through with representatives from OEPA and the property owner.

ERRS to remobilize to the Site in Spring to apply hydroseed to the surface soil areas on the north and west portions of the Site.

ERRS will repair damage to 2 garage doors so the building can be more easily secured.

Property owner will work with Ohio EPA to place deed restricitons on the property for the 3 on-site disposal cells/landfill in accordance with Ohio Administrative Code 3745-37-11-(H)(5).
