1.1.1 Incident Category

    
This is an emergency response to address threats posed by several abandoned drums containing unknown substances.

1.1.2 Site Description

    
EPA Outposted OSC Spurlin was contacted by the Fayette County Emergency Management Agency (EMA).  The Fayette EMA was requesting assistance with the recovery and disposal of several 55-gallon drums discovered in a farm field and along a drainage ditch near Arlington, Tennessee.

The drums are located on a agricultural parcel: therefore, there is no street address.  The drums are located within Fayette County, Tennessee at 35' 18.89" N and 89' 37.74" W.

1.1.2.2 Description of Threat

    
The drums are located in a farm field.  Spring preparation of the field could result in damage to the drums causing a release to the environment.  Farm workers could be exposed to potential hazardous substances.  A release could enter a nearby drainage ditch and potentially impact downstream receptors.

On February 23, 2011, OSC Spurlin initiated an emergency response to address the drums.  EPA Cleanup contractor, WRSCompass, utilized their team subcontractor, U S Environmental Services (USES), to respond and support EPA.  USES utilized equipment and labor to retrieve four drums from the field and ditch areas.  Three of the drums were determined to contain hydraulic oil.   The fourth drum contained an unknown clear liquid.  Field test were conducted on the liquid and the material was determined to be rain water.  The three drums of oil were transported to FCC Environmental, Memphis, Tennessee, for re-use.  This completed the response and all equipment and personnel demobed from the Site on February 23, 2011.
