Oil is continuously releasing to a roadside ditch from the walls at multiple points and possibly from beneath, along Cline Ave. in Gary, IN. The sheen is visible for approximately 500 ft, at which point in enters a culvert underground. The sheen is once again visible in the Grand Calumet River at the point of discharge approximately, one half mile from the culvert.  The Grand Calument flows into Lake Michigan approximately five miles from the discharge point

    2.1.1 Narrative

On March 21, 2011, OSC Beslow and Environmental Restoration LLC (EPA ERRS contractor) placed boom across a roadside drainage ditch, just east of Cline Ave, in Gary, IN. The boom was placed immediately downstream of existing boom that had been placed there by BP Pipeline. BP had placed the boom as a precaution while they investigated the possibility of a leaking pipeline in the vicinity. On January 10, 2011, BP Pipeline notified the NRC of the potential release, and ultimately determined the pipeline to not be leaking into the ditch. They informed OSC Beslow that they planned to terminate booming activities on Monday, March 21, 2011.  The ditch flows into the Grand Calumet River in Gary, Indiana. The OSC and the enforcement team are conducting investigations to determine the source and responsible parties.

The waterway has been boomed in four places, and a draft sampling plan is currently under review
