Number:      Action Memo Date:   Response Authority: CERCLA    Response Type: Emergency Response Lead: EPA    Incident Category: Removal Action NPL Status: Non NPL    Operable Unit: Mobilization Date: 3/24/2011    Start Date: 3/23/2011 Demob Date:      Completion Date:   CERCLIS ID:    RCRIS ID: ERNS No.:    State Notification: FPN#:    Reimbursable Account #: 1.1.1 Incident Category This is an emergency response to an NRC Report filed by the Georgia Environmental Protection Division. 1.1.2 Site Description The Site is approximately 1 acre of private property adjacent to a lake.  The property has two single wide trailers, one of which is currently occupied.  There are several containers, work areas, material such as tires and wires and debris scattered throughout the property.  The fire pit where the fire reportedly originated is located on the northwest end of the property.  There was a shed located south of the fire pit, which was destroyed in the fire. 1.1.2.1 Location The Site is located in a rural residential area of Sharpsburg, Coweta County, Georgia. 1.1.2.2 Description of Threat Firefighters arrived on-scene to extinguish the fire and discovered several 55-gallon drums in an unsecure uncontained area.  They notified the Georgia Environmental Protection Division, and GaDEP Duty Officer filed the report with the National Response Center.  EPA dispatched OSC Alyssa Hughes to respond to the scene and address any potential issues.  OSC Hughes discovered approximately 30 55-gallon drums in an unsecure area staged 20 yards from a lake.  This lake leads to an adjoining unnamed lake which leads to an unnamed creek.  The presence of these containers in an unsecure environment containing unknown material presents a threat of release to the environment. 1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results On March 24th OSC Hughes met with the Coweta County Fire Chief and Captain to conduct a site walk-thru and identify any areas of concern.  The fire chief indicated that he was uncertain as to the contents of the containers and concerned that there is a risk they might be involved in a fire.  The area of the fire pit appears to have some buried material but it was determined to be outside the scope of this emergency response action.  The Coweta County Code Enforcement Marshall arrived on-site and issued citations to the property owner for unsafe and unfit living conditions, and zoming violations. OSC Hughes met with the property owner who stated that he worked in the refrigeration business for 27 years and accumulated materials as a result of that work.  He also stated that most of the drums were empty, a few contained paint and a few contained motor oil.  There is also acetylene present that he uses to cut metal for scrapping.  Due to the unstable conditions present on-site OSC Hughes decided to initiate an emergency response action to stabilize the situation.  START and ERRS were mobilized to the Site and arrived on-scene at approximately 1300 hrs. 2. Current Activities   2.1 Operations Section     2.1.1 Narrative At approximately 5:00 pm on March 23rd, Telephone Duty Officer received NRC Report #970959 filed by Georgia Environmental Protection Division Duty Officer indicating that several containers of unknown chemicals were discovered by local firefighters when they responded to the scene to extinguish a fire that appeared to emanate from a fire pit on-site.  Firefighters were successfully able to extinguish the fire, but unable to contain approximately 10,000 gallons of runoff from the firefighting operations.  Telephone duty officer dispatched responder Alyssa Hughes to address the unknown chemicals discovered at the Site. 2.1.2 Response Actions to Date Upon arrival of contractor support, OSC Hughes met with START and ERRS personnel to conduct a site walk-thru and safety briefing.  ERRS contractor worked on enabling access to the staged drums by removing the debris from the vicinity and creating some spacing between the drums.  A total of thirty six drums were identified on the property.  One of these drums required overpacking. START conducted a radiation assessment with the Ludlum 2241.  Backround readings did not exceed 3 counts per minute.  No readings attained during the site walk-thru exceeded backround readings. The drums were numbered and photologged for an inventory spreadsheet.  START dressed out in Level B personal protective equipment and commenced to opening, and sampling the drums.  During the opening procedure, the MultiRAE was used to attain an initial value of Volatile Organic Compounds present in the drum.  Four of the drums were found to be empty, Three of the drums were found to contain unsampable solids.  Once all of the samples were collected, the drums were closed and tightened and secured for the day.  2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs) OSC Hughes met with the property owner and handed him a Notice of Federal Interest.  OSC Hughes attempted to attain information regarding the contents of the drums and site operations.  The PRP stated that he was uncertain as to the contents of most of the containers and that he has no means to dispose of the material.  He granted access to the EPA to conduct stabilization, sampling and potential disposal of the material.  The PRP was amenable to the EPA investigation and potential disposal of the material. 2.1.4 Progress Metrics Waste Stream Medium Quantity Manifest # Treatment Disposal                                       2.2 Planning Section     2.2.1 Anticipated Activities 2.2.1.1 Planned Response Activities The following response activities are anticipated: - Collect various 55-gallon containers from throughout the property - Provide access to the containers for sampling purposes - Stabilize wastes by overpacking unsuitable containers with compatible suitable containers - Remove debris in the vicinity of the drums - Conduct sampling and hazard categorization of the unknown material in the drums - Develop waste streams based on hazard categorization information - Perform laboratory analysis on waste streams - Develop waste profiles based on laboratory results - Dispose of the material according to any applicable regulations 2.2.1.2 Next Steps EPA and START will return to the Site on March 25th to conduct hazard categorization sampling, waste stream determination and laboratory sample preparation. 2.2.2 Issues None   2.3 Logistics Section     Not Applicable   2.4 Finance Section     No information available at this time.   2.5 Other Command Staff     2.5.1 Safety Officer Each contractor provided a Health and Safety Plan for the Site.  All response personnel conducted site safety briefings.  Potential hazards include dealing with unknown material, slips, trips and falls, low hanging electrical wires and generally unsafe conditions. 2.6 Liaison Officer Not applicable 2.7 Information Officer 2.7.1 Public Information Officer Not applicable 2.7.2 Community Involvement Coordinator Not applicable 3.
