Active Oil Storage and Distribution Facility
1.1.2 Site Description
The facility is a small oil distribution facility. The area is mainly commercial/industrial however, there is a small stream approximately 40 feet from the facility.

1.1.2.2 Description of Threat
Approximately 9,000 gallons of home heating oil were released to a secondary containment area.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
It appeared that all of the released oil was contained in the secondary containment. There was significant snow cover over the oil so the location of the oil within the containment area and if any had permeated the liner was unknown. There was no visible oil outside the secondary containment.

2.1 Operations Section

2.1.1 Narrative
The facility is owned by Jennings Oil, however, the spill occurred from a tank leased and operated by Standard Oil. There was a failure in the Veeder-Root tank guaging which indicated the tank only had 15% of its contents. Additional oil was ordered and the tank was over filled up to 9,000 gallons. The secondary containinment system was built in 2007 and was clayed lined. The secondary containment walls go three feet below the surface.
2.1.2 Response Actions to Date
The containment area was small and there was no way to get heavy equipment in. There were using pumps and hand work to break up the snow. Heating blankets were being ordered to melt the snow as well as a supervac. Some of the oil did get beneath the clay liner, possibly by the footings. Although they recovered almost all the oil, some soil was removed and recovery trenches and monitoring wells were installed.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
No oil had entered a navigable water. Violations of 40 CFR Part 112 will be evaluated at a later date.
