Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  

-ERRS contractors continued removal of chemical materials from the bottoms of storage tanks.  Cleaning of tanks requires permitted confined space entries.  Removals from tanks 640 and 277 were completed since the last Pollution Report.  Waste generated from tank cleaning is being stored on site in drums or consolidated in tanks.

-Due to summer heat, ERRS has postponed tank entry operations and is now focused on decontaminating exterior solid surfaces.  This is being accomplished through scraping with hand tools and cleaning with a hot water pressure washer.  Solid waste is being drummed and decon water is being consolidated in T-539.  Arrangements for waste disposal are currently being made.

-A total of approximately 86,212 gallons of waste water has been removed from T-460 and shipped off site for treatment.  A sludge heel of approximately 16,000 gallons remains.  There are approximately 15 tanks and vessels on site which still need to be addressed including consolidation and waste water tanks.  

-ERRS continue using high pressure steam to clean piping and process equipment.  

-ERRS attempted to solidify the contents of the two rolloffs left on site containing a mixture of oily material and flyash by mixing in sawdust and woodchips. Due to the large volume of sawdust it would take to solidify this material, the OSC has decided to dispose of the material in its present state.  ERRS are arranging for disposal.  

The facility owner is currently making arrangements to transport the contents of T-213, T-206 and T-203 off site for use as a feedstock at a facility in Michigan.  The owner is supplying labor to work in cooperation with ERRS for the load-out.  Transport of the material off site will be at the owners expense.  

- ERRS added a hydrochloric acid solution to T-190 wastewater tank to neutralize caustic contents before potential discharge.  START is monitoring pH to ensure that water is with limits set by previous NPDES permit before discharge.  

- Approximately 1007 waste drums (approximately 50,350 gallons) are currently staged on site.  Consolidation tanks hold approximately 25,000 gallons of material.  Disposal of drums and consolidated liquids is currently being arranged.  

- ERRS sampled insulation for asbestos on various tanks and lines which may need to be cut open or otherwise disturbed to gain access or to install fittings for line steaming.  Sampling was done for worker protection.  Areas testing positive for asbestos were marked, wrapped in plastic where insulation was exposed, and workers were notified of the hazards.

- ERRS continued to operate the waste water treatment plant under procedures approved by the OSC.  Storm water is being discharged into Stoney Creek as needed after pH is confirmed by START to be within the limits stated under the facilities previous NPDES permit.  

- START contractors are performing air monitoring to ensure worker safety.

-A geologist from EPA's Emergency Response Team (ERT) was on site to assist the OSC with evaluating options for controlling off site discharge of oil from the subsurface.  

-To date, approximately 1,316,844 gallons of material have been disposed of off site.

- Complete removal of chemicals from tanks, piping, and process equipment.  
- Decontaminate site drainage system and solid surfaces.
- Remove contaminated surface soil by rail loading areas.  
- Dispose of and/ or treat wastes staged on site.

Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
