2.1.2 Response Actions to Date


On August 1, 2011, Midwest hauled off 3 loads (22,500 gal) of oily water from the off-spec storage tanks 42 & 45 and the access pit  to United Waste Water Inc.’s facility in Cincinnati, OH. 

  • A precipitation event occured overnight.
  • Midwest continued to remove sludge from the DAF tanks.  Sludge and waste water was moved to the vac tanks on the north side of the site.
  • Midwest began removing sludge from API tank 2. Sludge and waste water was moved to the vac tanks on the north side of the site.
  • START conducted air monitoring around the perimeter of the bunker tanks and work areas. 
  • Janet Pope, Community Involvement Coordinator (CIC), and OSC Simon attended the community meeting. During this meeting, they received a copy of the Judge's Motion which is contained in the documents section.    

On August 2, 2011, Midwest hauled off 4 loads (22,500 gal) of oily water from the off-spec storage tank 41 and the access pit  to United Waste Water Inc.’s facility in Cincinnati, OH. 

  • Midwest continued to remove sludge from the DAF separators.  Sludge and waste water was moved to the vac tanks on the north side of the site.
  • Midwest continued to remove sludge from API tank 2. Sludge and waste water was moved to the vac tanks on the north side of the site.
  • Midwest finalized disposal options for drums and totes and will begin transportation offsite later in the week. 
  • 2 new sludge vacuum boxes were delivered to the site for solids bulking.
  • Midwest began removing sludge from the unloading pit (pit just south of the DAF tanks).
    • Confined space entry was performed to begin cleaning of the pit.
  • START conducted air monitoring around the perimeter of the bunker tanks and work areas.  

 

On August 3, 2011, Midwest hauled off 5 loads (27,150 gal) of oily water from the off-spec storage tank 42 and the access pit  to United Waste Water Inc.’s facility in Cincinnati, OH and Clean Water in Dayton, OH.

  • There was no observed precipitation in the rain gauge this morning.
  • Midwest continued to remove sludge from the DAF separator (52SP01A).  Sludge and waste water was moved to the vacuum boxes on the north side of the site.
  • Midwest removed 600 gallons of oily water from off spec storage tank 42. 
  • Midwest removed 20,000 gallons of oily water from the concrete access pit.
  • Trihydro conducted an emergency drill.
  • Trihydro received analytical report for samples collected from the bunker tanks.
  • Midwest continued to remove sludge from the unloading pit and began power washing (pit just south of the DAF tanks).
    • Confined space entry was performed.
  • START conducted air monitoring around the perimeter of the site and work areas.  

 

On August 4, 2011, Midwest hauled off 4 loads (27,050 gal) of oily water from the access pit  to United Waste Water Inc.’s facility in Cincinnati, OH and 1 load (3,885 gal) of totes and drums containing haz-waste to EEI in Columbus, OH. 

  • There was no observed precipitation in the rain gauge this morning.
  • Midwest continued removing sludge from the DAF separator (52SP01A).  Most of the separator was power-washed before the vac truck lost suction. Any sludge and waste water was moved to the vacuum boxes on the north side of the site.
  • 2 new sludge vacuum boxes were delivered to the site for solids bulking.
  • Trihydro received analytical reports for air samples collected on 7/22/11 and 7/29/11.
    • The analytical results indicate that the only compound detected was H2S.
  • Midwest continued to remove sludge from the unloading pit and finished power-washing.
    • Discussion on whether the pit is clean still needs to happen.
    • There was also discussion on whether the grates on the top should be power washed or disposed of as haz-waste. Further washing of the top could further spread the waste.
    • Confined space entry was performed.
  • Michael Tragesser from United Waste Water, Inc. was on site to discuss the west million gallon tank and how much oil versus water exists. It was concluded that pumping from the access pit was still the best idea.
  • Approximately half of the drums and totes were hauled off Site by Midwest to Environmental Enterprises Incorporated in Columbus, OH.
  • Midwest collected 7 samples from the 10 vac tanks.
    • Samples will be sent to ASI to be profiled.
    • 3 of the tanks are sampled as a composite because of their similarities in content.
  • Midwest collected 1 composite sample from the 4 sludge tanks in the solids building.
  • START conducted air monitoring around the perimeter of the site and work areas.  

On August 5, 2011, Midwest hauled off 5 loads (26,550 gal) of oily water from the access and separator pits to United Waste Water Inc.’s facility in Cincinnati, OH. 

  • There was no observed precipitation in the rain gauge this morning. 
  • Midwest removed storm water/oily water from separator pit.
  • Midwest power-washed API separator.
  • Midwest prepared site for a possible rain event.
  • START conducted air monitoring around the perimeter of the bunker tanks and work areas.

US EPA will provide oversight of PRP Group removal activities.

Use decontaminated Tank 6 for storm water storage.

2.2.2 Issues
Starting in Mid-July, the weather became very hot and humid, and special care was taken to make sure that people working outside are well hydrated and taking adequate breaks

Groundwater infiltration is suspected in the sanitary sewer system on Site. Trihydro is investigating potential options for mitigating infiltration. 

Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.

Ongoing management of wildlife at the site due to nearby ecosystems.

In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.
