2.1.2 Response Actions to Date


On August 8, 2011, Midwest hauled off 5 loads (28,000 gal) of oily water from the access pit/control structure to United Waste Water Inc.'s facility in Cincinnati, OH.

  • Midwest cleaned sludge out of the DAF Tanks.  The sludge was moved to vac boxes. 
  • Midwest removed portions of the Tank 51 outer skin in preparation for sludge sampling.
  • TriHydro conducted air monitoring around the perimeter of the Site.  All results were background/non-detect.
On August 9, 2011, Midwest hauled off 8 loads (48,000 gal) of oily water from the access pit/control structure and west million gallon bunker tank to United Waste Water Inc.s facility in Cincinnati, OH and 2 loads (10,400 gal) of oily water from the northeast area storm sewer (SS23) to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
  • Thunderstorms dropped 0.55" of rain on the Site during the overnight hours.  Some water was pooled in the northeast area stormsewers and the formerly dry East Containment. 
  • Midwest continued cleaning sludge out of the DAF tanks.  The sludge was moved to vac boxes.
  • Midwest pumped liquid from the east million gallon bunker tank to the west million gallon bunker tank.  When liquid is removed from the access pit/control structure, the liquid level in the west million gallon bunker tank drops.
  • Midwest opened sampling ports on the north and west sides of Tank 51.
  • A water tanker broke a hydraulic line and spilled some hydraulic oil.  The spill was contained with booms, and the area was powerwashed.
On August 10, 2011, Midwest hauled off 7 loads (40,500 gal) of oily water from the access pit/control structure, northeast area stormsewer, and west million gallon bunker tank to United Waste Water Inc.s facility in Cincinnati, OH and 2 loads (11,650 gal) of oily water from the west million gallon bunker tank to Clean Water Limited's Cherokee Drive Facility in Dayton, OH
.

  • Less than 0.10" of rain fell at the Site during the overnight hours.  The rain did not impact the stormsewers.
  • Midwest continued cleaning sludge out of the DAF tanks and oil unloading pit/frybasket.  The sludge was moved to vac boxes.
  • Midwest pumped liquid from the east million gallon bunker tank to the west million gallon bunker tank.  When liquid is removed from the access pit/control structure, the liquid level in the west million gallon bunker tank drops.
  • Wind and rain spread fiberglass insulation and other debris from the Tank 51 outer skin into the Tank 51 containment.  Midwest used a bobcat and rakes to collect the debris.
  • TriHydro collected two composite (0-12') sludge samples from Tank 51.
    • Tank51ASL20110810 from the north sampling port.
    • Tank51BSL20110810 from the west sampling port.
    • Both samples analyzed for Total VOCs, Total SVOCs, RCRA metals, flashpoint, pH, and PCBs.
On August 11, 2011, Midwest hauled off 6 loads (35,522 gal) of oily water from the access pit/control structure to United Waste Water Inc.s facility in Cincinnati, OH and 2 loads (10,500 gal) of oily water from the access pit/control structure to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
  • Midwest completed final cleaning of the Oil Unloading Pit (frybasket), South DAF, South API, Frac Tank 3 (10), Frac Tank 2 (9), Frac Tank 1 (8), and Frac Tank 4 (7). 
  • Midwest continued cleaning sludge out of the north DAF.  The sludge was moved into vac boxes.
  • Midwest mobilized two additional 3,500 gallon vac boxes.  
  • Midwest pumped liquid from the east million gallon bunker tank to the west million gallon bunker tank.  When liquid is removed from the access pit/control structure, the liquid level in the west million gallon bunker tank drops.
  • TriHydro requested visual inspection of the following vessels: Oil Unloading Pit (frybasket), South DAF, South API, Frac Tank 3 (10), Frac Tank 2 (9), Frac Tank 1 (8), and Frac Tank 4 (7).  There was no visible gross contamination on the walls or floors of any of the vessels.  The condition was documented with two photos for each vessel, and they can be seen in the images section of this website.
  • TriHydro moved approximately 10,000 gallons of treated water into Tank 6.  TriHydro then treated additional water and placed it in frac tanks.  This was done to add stormwater storage capacity in the event of rain over the weekend.
  • U.S. EPA issued a Work Plan Approval Letter.
On August 12, 2011, Midwest hauled off 3 loads (17,070 gal) of oily water from the access pit/control structure to United Waste Water Inc.s facility in Cincinnati, OH and 2 loads (10,500 gal) of oily water from the access pit/control structure to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
  • Midwest hauled off (3) Subtitle D 20yd3 roll off boxes to the Southside Landfill in Indianapolis, IN.  Three empty 20yd3 roll off boxes were left by the drivers. 
  • Midwest finished final cleaning of the north DAF tank.
  • Midwest pumped liquid from the east million gallon bunker tank to the west million gallon bunker tank.  When liquid is removed from the access pit/control structure, the liquid level in the west million gallon bunker tank drops.
  • Midwest placed new sandbags on the curbing of the southeast side of the northeast area to prevent any stormwater from escaping the Site if there are rains over the weekend.
  • TriHydro requested visual inspection of the north DAF tank.  There was no visible gross contamination on the interior walls and floors of the north DAF tank.  The condition was documented with two photos, and they can been seen in the images section of this website.
  • TriHydro moved approximately 30,000 gallons of treated water from frac tanks into Tank 6.  TriHydro then treated additional water and placed it in frac tanks.  This was done to clear more capacity for stormwater storage in anticipation of rain this weekend

2.2.2 Issues
Starting in Mid-July, the weather became very hot and humid, and special care was taken to make sure that people working outside are well hydrated and taking adequate breaks

Groundwater infiltration is suspected in the sanitary sewer system on Site. Trihydro is investigating potential options for mitigating infiltration. 

Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.

Ongoing management of wildlife at the site due to nearby ecosystems.

In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.
