2.1.2 Response Actions to Date 

On August 29, 2011, Midwest hauled off 2 loads (12,000 gal) of oily water from the control structure and Frac Tank 6 to United Waste Water Inc.'s facility in Cincinnati, OH.

  • Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • Midwest completed final cleaning of Tank 45.
  • Midwest began sludge removal in Tank 7.
  • A visual inspection of Tanks 45 was conducted and there was no visible product in the tank. The condition was documented with two photos of the tank.
  • Midwest continued solidifying material in the solidification pits with wood pulp.

On August 30, 2011, Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.

  • Midwest continued solidifying material in the solidification pits with wood pulp.
  • Midwest continued sludge removal in Tank 7.
  • OSC Verneta Simon and Steve Fleming (Safety Kleen) were on site to discuss the Agency's work plan approval letter dated August 11, 2011. 
  • On August 31, 2011, Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
  • A trace amount of rain fell at the Site.  The storm water did not pool above manholes or escape the Site.
  • Midwest continued solidifying sludge in the solidification pits with wood pulp.
  • Midwest continued sludge removal in Tank 7.
  • Midwest had (4) 50,000 pound loads of wood pulp solidification agent delivered.
  • TriHydro treated 4,900 gallons of storm water and stored the treated water in frac tanks.

On September 1, 2011, Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN. 

  • Midwest continued solidifying material in the solidification pits with wood pulp. 
  • Midwest completed final cleaning of Tank 7.
  • A visual inspection of Tanks 7 was conducted and there was no visible product in the tank. The condition was documented with two photos of the tank.
  • TriHydro treated raw stormwater and stored it in frac tanks.
  • Jon Davenport of Wendt Rigging was on site to look at the centrifuge and associated machinery that he will be hauling for Mr. Cohen of Aaron Equipment. The centrifuge is scheduled to be hauled off site on Thursday, September 8, 2011.

On September 2, 2011, Midwest hauled off (2) 20 cyd roll off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.

  • Midwest continued solidifying material in the solidification pits with wood pulp.
  • Midwest began cleaning the API sump pit.
  • TriHydro treated 22,500 gallons of storm water and stored the treated water in frac tanks. Midwest is also using some of the treated water for their Site cleaning operations.
  • Kristen Heitman (Providence Wildlife) provided a status update on the ducklings rescued from the Site. Per K. Heitman, the ducklings were merged with a mother mallard, who was hit by a car, and her surviving offspring. They all incorporated well and the mother mallard accepted the new ducklings as her own. When the mother mallard recovered completely from her injuries, she and all the ducklings were released together as one family unit and continue to thrive in the wild now on a pond that is overseen by one of the Providence Wildlife volunteers.

A map of the Site produced by START shows the Trihydro cleanup progress by tank and pit and is available in the documents section.

The wood pulp solidification material is a reclaimed/recycled product.  As of September 2, 2011, approximately 700,000 pounds had been used to solidify waste sludge.

A community flyer was distributed on August 16, 2011 regarding Site progress and odor concerns. The community flyer is available in the documents section.

Continue API sump pit cleaning.

Begin cleaning out the east containment and containment south of the Solids Building (containing Tanks 4 & 12-15).

2.2.2 Issues
Starting in Mid-July, the weather became very hot and humid, and special care was taken to make sure that people working outside are well hydrated and taking adequate breaks. 

Groundwater infiltration is suspected in the sanitary sewer system on Site. TriHydro is investigating potential options for mitigating infiltration. 

Standing water has been observed in several locations around the site. Warmer weather can lead to mosquito breeding in standing water. EPA has requested that Trihydro address all standing water on site as soon as possible.

Ongoing management of wildlife at the site due to nearby ecosystems.

In previous POLREPs an incorrect name was used when referring to the oily water disposal facility. The correct name should be United Waste Water, Inc. not United Water.

"Control structure" refers to the pit or sump attached to and immediately south of the million gallon bunker tanks.  It has been referred to as "access pit" and "access pit/control structure" in the past.
