2.1.2 Response Actions to Date
On September 26, 2011, Midwest hauled off 9 loads (49,700 gal) of oily water from manway SS-23 and the primary separator pit to United Waste Water Inc.'s facility in Cincinnati, OH and to Clean Water Limited's Cherokee Drive Facility in Dayton, OH.
- Approximately 2.5” of rain fell over the weekend. Water pooled above the manholes in the northeast and southwest areas, but no stormwater breached the site berms.
- Midwest continued solidifying sludge with wood pulp in the solidification pits.
- Midwest had (4) 50,000 pound loads of paper pulp solidification agent delivered from Appleton Papers, Inc. in Dayton, OH
On September 27, 2011, Midwest hauled off 5 loads (28,900 gal) of oily water from manway SS-23 and the primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- >0.10” of rain fell at the Site. The storm water did not pool above manholes or escape the Site.
- Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest pumped oily water from the northeast area into Tank 7 for storage prior to treatment with the GAC system.
- Greg Johnson of TriHydro discovered a small snapping turtle in the stormwater near the Chemical Building and captured it in a bucket.
- Dan Sparks (U.S. Fish & Wildlife) was consulted and, since the turtle did not appear to have been exposed to site oil, he approved of the turtle being released in the ditch east of the site.
On September 28, 2011, Midwest hauled off 1 load (6,200 gal) of oily water from manway SS-23 to the United Waste Water Inc. facility in Cincinnati, OH.
- >0.10” of rain fell at the Site. The storm water did not pool above manholes or escape the Site.
- Midwest hauled off (15) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes.
- Midwest had (4) 50,000 pound loads of wood pulp solidification agent delivered from Appleton Papers, Inc. in Dayton, OH.
- TriHydro discharged approximately 6,500 gal of twice treated storm water to Oil Creek.
- Weston and Midwest discovered what appeared to be an aboveground pipe slowly leaking water just west of the DAF tanks. Upon further investigation, a small holding tank above the tank was connected to Tank 7 and was leaking northwest area stormwater stored in Tank 7.
- Midwest closed the valve leading to this small holding tank and it appears to have lessened the slow leak.
- Stormwater that was leaking was contained below the DAF tanks and posed no threat of release to the rest of the Site.
On September 29, 2011, Midwest hauled off 3 loads (17,900 gal) of oily water from manway SS-23 to the United Waste Water Inc. facility in Cincinnati, OH.
- Approximately 0.23” of rain fell at the Site. The storm water pooled above the manholes, but no water escaped the Site.
- Midwest emptied out their leased vac boxes containing sludge for cleaning and removal from the Site.
- Midwest plugged the east containment’s west wall opening to the northeast area stormwater overland flow.
- Per Steve Flemming (Safety Kleen), the PRP Group will closely monitor site conditions and local weather to ensure that no off-site stormwater releases occur as a result of the decreased stormwater storage capacity without the east containment as an overflow area.
- Midwest began cleaning the hydrogen peroxide tank northwest of the Solids Building.
- Midwest solidified sludge with wood pulp solidification media and placed the solidified sludge into 20 cyd roll-off boxes
- Midwest had (4) 50,000 pound loads of paper pulp solidification agent delivered from Appleton Papers, Inc. in Dayton, OH.
- TyiHydro discharged approximately 16,500 gal of twice treated storm water to Oil Creek
- As a result of Midwest closing the valve to Tank 7 leading to the small holding tank west of the DAF tanks, the slow leak of northeast area stormwater has stopped. However, it appears that there is a slow leak along the base of the tank. Stormwater from the Tank 6/7 containment discharges to the northeast area stormwater system, so there is no danger of an off-site release
On September 30, 2011, Midwest hauled off 1 load (5,600 gal) of oily water from the primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- 0.13” of rain fell overnight, but the stormwater did not overtop manholes or escape the Site.
- Midwest hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest removed 4 of their leased & cleaned vac boxes from the Site.
- Midwest continued solidifying material in the solidification pits with wood pulp.
- Midwest continued cleaning the hydrogen peroxide tank northwest of the Solids Building and took a confirmation sample.
- TyiHydro discharged approximately 20,650 gal of twice treated stormwater from Tank 6 & the polish water frac tanks to Oil Creek.
The wood pulp solidification material is a reclaimed/recycled product. As of September 30, 2011, approximately 2,550,000 pounds had been used to solidify waste sludge.
