EXECUTIVE SUMMARY

All EPA operations have been completed related to Hurricane Irene and Tropical Storm Lee.  The only pending administrative work that remains is obtaining the final disposal methods from the contracted waste disposal companies for disposal in the NYS DEC Region 7 Area, TS Lee Response.  This will be the final Situation Report related to these actions.  All updated disposal information and finance information will be documented in the incident file.

CURRENT ACTIVITIES

NEW YORK RESPONSE ACTIONS (Hurricane Irene)

NYSDEC Region 5 Area

EPA has completed operations in the NYS DEC Region 5 area.  Orphan container collection efforts were completed on 11/18/2011.  The final shipment of materials off-site occurred on 11/29/2011.

NEW YORK RESPONSE ACTIONS (Tropical Storm Lee)

NYSDEC Region 7 Area

All Actions in the NYSDEC Region 7 area were completed on 11/23/2011.

Below is the Waste Disposition Tables for the NYSDEC Region 7 Area, the Barlow Rd. site.  Some items are still pending on this table and as information becomes available, updates will be made to the incident file.  The final tables for Scarborough Rd and the Owego Site Tables were posted on the 11/23/2011 Situation Report.

EPA REGION 2 COORDINATION ACTIVITIES

Limited functions remain active in the EPA REOC.  Documentation and coordination with FEMA will continue on an as-needed basis in an effort to close out these actions.

EPA continues to track costs and monitor funding levels against FEMA Mission Assignments.  Current Mission Assignments and Estimated Expenditures and Daily Cost Burn as of 12/01/2011.  This table is not final and as trailing costs are submitted from contractors, this information will be updated in the incident file.

SAFETY OFFICER

The Safety Officer position was demobilized prior to this reporting period.  All safety activities were being conducted by the operational OSC and support contractors.  There were no significant safety issues during this operational period

 LIAISON OFFICER

Steve Touw has been designated as the Liaison Officer (LNO) for Hurricane Irene and Tropical Storm Lee response efforts.  During the previous Situation Report, it was reported that the LNO had contacted the FEMA Mission Assignment Coordinator and requested a final time extension for the Hurricane Irene field operations.  EPA requested a time extension on one mission assignment for Irene operations in the DEC Region 5 areas of Essex and Clinton Counties in New York.  The request was for an extension from 11/18/2011 to 12/02/2011.  EPA received that time extension on 11/28/2011.

INFORMATION OFFICER

Pat Seppi, 646-369-0068, has been the Public Information Officer (PIO) designated for the response. Due to the decrease in work activities and the closure of operational areas, the PIO had no activities to report during this period.  The PIO remains available for support if or when needed.

The following table is a reflection of the most current available resources at the time and day of reporting.  It reflects the amount of personnel solely on the day of reporting.  Because the Situation Report details over several days, the following table may not be a representation of every work day.
