1.1.2 Site Description
1.1.2.1 Location
The site is in an commercial/industrial area of north St. Louis County, close to Lambert International Airport.
A semi trailer containing the waste was abandoned at a truck transport facility.
1.1.2.2 Description of Threat
The abandoned semi trailer contained 16-55 gallon drums that whose contents were found to be a characteristic hazardous waste due to ignitability. There was one drum that contained solid waste.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA’s Criminal Investigation Division became aware of the trailer and its contents from information provided by a concerned citizen. CID made contact with the Potentially Responsible Party and advised him that he was responsible for the disposal of the containers. The PRP stated that he was bankrupt, was losing his house and would not dispose of the containers.
On June 3, 2011, CID and the Missouri Department of Natural Resources sampled the contents of 17 drums in the abandoned trailer. Sixteen of the drums were found to be characteristic hazardous waste, due to ignitability. One drum contained soild waste.
In addition there were 17 pallets of containers of commercial printers ink.

2.1.2 Response Actions to Date
EPA CID along with MDNR personnel, sampled the contents of the abandoned drums and MDNR's laboratory provided analysis of the samples.
On January 21st, 2012, EPA mobilized to the site to dispose of the waste. The 17 pallets with hundreds of containers of ink, were emptied into two 20 cubic yard roll-offs, and solidified with ground up corn cobs. The roll offs were taken to a regulated landfill.
On January 22, the 16 drums containing flammable liquids were sent off site to a cement plant for fuels blending.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
EPA's CID investigator traced the generator of the waste and advised him that he was responsible for proper disposal. The CID investigator has compiled evidence to present to the Department of Justice for prosecution of the PRP.
