2.1.2 Response Actions to Date
On December 19, 2011, Midwest hauled off 4 loads (20,680 gal) of oily water from the Tank 51 frac tank and primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (19) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest hauled off (36) 30 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (4) 25 ton loads of sawdust solidification media from Koetter & Smith Inc. in Borden, IN.
- Midwest received (6) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest received (2) 25 ton loads of lime solidification media from Mintec.
- Midwest continued solidification activities in the east million gallon bunker tank with two long-reach excavators, a large-bucket excavator and sawdust, lime, and wood pulp solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- EQ continued pumping Tank 51 liquid contents into a solidification box and mixing it with wood pulp and the remaining TerraBond solidification media.
- EQ hauled off (6) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.

On December 20, 2011, Midwest hauled off 1 load (6,200 gal) of oily water from the primary separator pit to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (5) 30 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (1) 25 ton load of sawdust solidification media from Koetter & Smith Inc. in Borden, IN.
- Midwest received (7) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest received (2) 25 ton loads of lime solidification media from Mintec.

On December 21, 2011, Midwest hauled off 2 loads (12,400 gal) of oily water from the northeast area to the United Waste Water Inc. facility in Cincinnati, OH.
- Midwest hauled off (30) 30 cyd roll-off boxes and (17) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (7) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest continued solidification in the east million gallon bunker tank with two long-reach excavators, a large-bucket excavator and sawdust, lime, and wood pulp solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- EQ continued pumping Tank 51 liquid contents into a solidification box and mixing it with paper pulp and the remaining TerraBond solidification media.
- EQ hauled off (5) 20 cyd roll-off box of solidified sludge to Southside Landfill in Indianapolis, IN.
- The wood pulp solidification media source that both Midwest and EQ are using (Appleton Papers, Inc.) will be shutting down for the holidays. As a result, EQ will not return on site until January 3, 2012.
- Trihydro posted the revised Tank 51 Work Plan on their Project Direct website for U.S.EPA review.
- AVS personnel were on site. Per Trihydro, once site waste removal/cleaning activities have concluded, Trihydro plans to have AVS on site to re-clean the site stormwater sewer system.
On December 22, 2011, Midwest hauled off 6 loads (35,900 gal) of oily water from the northeast area and Tank 51 containment. 5 loads (30,500 gal) to United Waste Water Inc.’s facility in Cincinnati, OH. 1 load (5,400 gal) to Clean Water Limited’s Cherokee Drive facility in Dayton, OH.
- Midwest hauled off (20) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
- Midwest received (6) 50,000 pound loads of wood pulp solidification media from Appleton Papers, Inc. in Dayton, OH.
- Midwest received (2) 25 ton load of sawdust solidification media from Koetter & Smith Inc. in Borden, IN.
- Midwest continued solidification in the east million gallon bunker tank with two long-reach excavators, a large-bucket excavator and sawdust, lime, and wood pulp solidification media.
- Midwest continued solidification in the solidification pits with sawdust, lime, and wood pulp solidification media.
- Trihydro discharged approximately 19,336 gal of northeast area stormwater treated by the GAC system to Oil Creek.
- A conference call took place regarding the next steps for the bunker tanks, with attendees including: OSC Verneta Simon, Shauna Ross (START), Steve Flemming (Safety Kleen), Gary Risse (Trihydro), and Tim Gunn (Trihydro). Agreements made include:
- A structural engineer should be consulted to inspect the west wall of the west million gallon bunker tank in order to determine if the approximate 1-ft thick sludge layer on the floor of the tank may have to remain in place.
- Attempts should be made to access remaining west million gallon bunker tank sludge using a long-arm excavator from the north end.
- Efforts should be made to pressure wash the bunker tank walls
- Trihydro will provide volume estimates for any sludge remaining in the tanks due to being inaccessible.
- Holes will likely be drilled in the floors of the bunker tanks as a means of percolation.
- Due to both bunker tanks being removed, backfilling of both will be required to prevent pooling, health and safety issues, attractive nuisance, etc.
- Trihydro agreed to collect two 5-point composite samples: one from the west million gallon bunker tank and one from the east million gallon bunker tank. Samples will be analyzed for TCLP VOCs, SVOCs, Metals, and PCBs.
- Trihydro will provide bunker tank plans in writing.
- Trihydro will have Roger Ward Engineering put together a summary of plans/options for U.S.EPA, which should be ready in early January 2012.
- Trihydro will provide depth to the City of Indianapolis stormwater sewer and depth to groundwater measurements.
- Trihydro collected two five-point composite bunker tank sludge samples.
On December 23, 2011, Midwest conducted a general site cleanup on the paved roadway surfaces on site and cleaned out their vac truck.
- Trihydro discharged approximately 7,000 gal of northeast area stormwater treated by the GAC system to Oil Creek.
- Midwest cleaned site roadways and removed sediments from some site manholes.
- Midwest constructed a soil berm around west wall of the west million gallon bunker tank to prevent stormwater infiltration from the ground surface.
- Trihydro/Midwest will be back on site on December 27, 2011 to resume site activities.
The wood pulp and sawdust solidification materials are reclaimed/recycled products. As of December 23, 2011, approximately 11,700,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge. Additionally, 860 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
