Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  


Current Activities

-ERRS completed excavating soils in the railroad spur area of the site.  Excavation began in the northeast property boundary of the plant moving southwest along the fence line. Rail road spikes, ties and pans were removed prior to soil excavation. A layer of oily material and dark stained soils were observed throughout the soil profile and throughout the entirety of excavation. Excavation extended 2-4' below ground surface.. Excavated material is being temporarily staged on site pending disposal. The excavated area was backfilled with clean fill followed by a layer to crush and run gravel fill and was tampered to match original grade.

- ERRS continues to focus on decontaminating exterior solid surfaces and drainage trenches.  This is being accomplished through scraping with hand tools and cleaning with hot water pressure washers.  Solid waste is being drummed and decon water is being consolidated in T-539 and T-480.  

- ERRS completed steaming of process lines and demobed the package boiler unit.  

-To date, approximately 330 drums have been generated through the pad and line clearing operation. Arrangements for waste disposal is ongoing.

-   ERRS completed removal of materials from T-1007, T-253, T-252, and T-213 during this reporting period.  There are 6 tanks on site which still need to be addressed including consolidation and waste water tanks.  

- Approximately 520 waste drums and 2 rolloffs are currently staged on site. Transportation and disposal for drums and liquids are being arranged.

-Approximately 320 drums of waste and 2 roll offs were shipped off site for disposal during this reporting period.  To date, approximately 1,400,000 gallons of material have been removed from the site.  

- ERRS continued to operate the waste water treatment plant WWTP under procedures approved by the OSC.  The WWTP discharges to Stoney Creek.  START is routinely monitoring the discharge pH to be within the limits stated under the facilities previous NPDES permit.  ERRS is routinely sampling the discharge for other parameters set forth under the previous NPDES contract.  

- START contractors are performing air monitoring to ensure worker safety while performing tank entries and other activities that may present risk for worker exposure.


Planned Removal Actions

- Complete removal of chemicals from tanks.

- Clean ventilation system connected to oleum and acid tanks.  
  
- Decontaminate site drainage system and solid surfaces.
  
- Dispose of and/ or treat wastes staged on site.


Disposition of Wastes

Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
