Photo Description:  START conducting an alpha radiation survey using a Ludlum Instruments Model 2221 Ratemeter-Scalar with a 2"x2" gamma scintillator with lead shielding.


Current Activities

September 13, 2004:  1 OSC, 2 PST, 1 PST CHP, 4 START, 9 ERRS;  ERRS continued to segregate out potentially clean materials to the low background survey area.  ERRS boxed up debris and items from around the shed into tri-wall boxes for future assessment.  The START continued to assess items for alpha and gamma residual radiation. The START continued the air surviellance program. The PST Certified Health Physicist reviewed the survey data and approved the free release of approximately 20 lots of items from the yard.  The PST continued to track costs via RCMS, conduct decontamination/medical monitoring of personnel and conduct the daily perimeter gamma survey.

September 14, 2004:  1 OSC, 2 PST, 1 PST CHP, 4 START, 7 ERRS;  ERRS continued to segregate out potentially clean materials to the low background survey area.  ERRS awarded the health phsyics support subcontract to USA Environmental.  The START continued to assess items for alpha and gamma residual radiation. The START continued the air surviellance program. The PST continued to track costs via RCMS, conduct decontamination/medical monitoring of personnel and conduct the daily perimeter gamma survey.

September 15, 2004:  1 OSC, 2 PST, 4 START, 7 ERRS;  ERRS continued to segregate out potentially clean materials to the low background survey area.  ERRS cleaned all items from the east fence.  Two 20 cubic yard roll-off-bins of solid waste were transported to Chemical Waste Management, Kettleman Hills facility for disposal.  ERRS sent out RFPs to potential vendors for solid waste and hazardous waste disposal services.  The START continued to assess items for alpha and gamma residual radiation. Several potential mixed waste items identified during the  radiation surveys.  Items set aside for sampling.  The START continued the air surviellance program. The PST continued to track costs via RCMS, conduct decontamination and medical monitoring of personnel and conduct the daily perimeter gamma survey.

The OSC, ORC Attorney and Civil Investigator participated in a pre-Compliance Conference phone call with the PRPs.  A concerned  citizen contacted the OSC on-site with information concerning the storage of radium dials at the residence of the former owner of Pen Air Parts (previous name of PAI).  Information forwared to Los Angeles County Department of Health Services Radiation Management for evaluation.

September 16, 2004:  1 OSC, 2 PST,  4 START, 7 ERRS;  ERRS continued to segregate out potentially clean materials to the low background survey area.   The START continued to assess items for alpha and gamma residual radiation. The START continued the air surviellance program.  The PST continued to track costs via RCMS, conduct decontamination/medical monitoring of personnel and conduct the daily perimeter gamma survey.

September 17, 2004:  1 OSC, 3 EPA ORIA HP, 1 EPA Community Relations Specialist, 2 PST, 4 START, 7 ERRS;  ERRS continued to segregate out potentially clean materials to the low background survey area. ERRS enlarged the low background survey area by installing a second shielding wall. The START continued to assess items for alpha and gamma residual radiation. The START continued the air surviellance program.  The PST continued to track costs via RCMS, conduct decontamination and medical monitoring of personnel and conduct the daily perimeter gamma survey.

Three ORIA health physicists on-site to review site protocols and provide technical assistance.


Planned Removal Actions

Phase 2. North/South Yard Cleanout:
September 22, 2004:  Health physics support subcontractor mobilizing to the site.  Phase 2 operations expected to continue until early December 2004.  Site operations will be suspended the week starting November 22, 2004 for the Thanksgiving holiday.
Phase 3. North Building Cleanout:  January 2005
Phase 4. North Building Assessment - TBD
Phase 5. North/South Building Decon - TBD
Phase 6. Yard Area/Subsurface Assessment - TBD
Phase 7. Yard/Subsurface Remediation - TBD


Next Steps

1.  Release of cleared items to business owner during the week of September 20, 2004.
2.  Mobilization of health physics support contractor.
3.  Packaging and disposal of radioactive, hazardous and solid waste from site.


Key Issues

1.  Receipt of Request for Federal Action from State.  ORC and the State attorney are presently working on this issue.
2.  Compliance conference with PRPs on Order.
