Grace vermiculite mine in Libby, Montana.   1.1.2.1 Location The Site is located approximately 4.5 miles northeast of downtown Atlanta, Georgia, in a developed urban area of mixed light-industrial, commercial, and residential use.  The site occupies about 16 acres, some or all of which was the former location of a vermiculite expansion plant.  The Site is bordered to the south by Dalon Road, a landscape services and garden business, and the south fork of Peachtree Creek.  To the west of the Site are Peachtree Creek and several residences.  The Site is bordered to the north by railroad tracks and a complex containing numerous commercial and light industrial businesses.  Residential communities are located to the south beyond the south fork of Peachtree Creek, to the west, and to the north beyond the railroad tracks.    2. Current Activities   2.1 Operations Section     2.1.2 Response Actions to Date Summary  In October 2011, W.R. Grace initiated a removal action at the GAO 144 site in Atlanta, Georgia. Activities included the collection and analysis of bulk material samples to further characterize site conditions; excavation of areas surrounding the north and south concrete pads; cleaning of the concrete pads where possible vermiculite migration occurred during removal activities and collection of air samples using ABS techniques from within the excavated areas. During the removal action, W.R. Grace hired Winter, URS, and One Group to complete field activities. EPA provided oversight and Tetra Tech START provided technical assistance, perimeter particulate monitoring; documentation of removal activities and co-located ABS samples for laboratory analysis. On February 24, 2012, W.R. Grace and its contractors completed removal activities. Approximately 26,000 tons of asbestos and vermiculite contaminated soil and material has been removed and sent offsite for disposal to the Waste Management Landfill in Ball Ground, Georgia. Soil removal operations are complete.  Activity based sampling was conducted through-out the site. No asbestos was detected above health based site specific clearance levels.  Site restoration activities are complete.  The site has been graded and restored to DeKalb County specifications.  The following final site activities occurred since EPA's last POLREP: April 27,2012 - Per the terms of the Administrative Order of Consent, W.R. Grace submitted a Final Report for the Removal Action at the Zonolite Road Site to EPA. The final report detailed all aspects of the removal action, including air and soil sample results and waste disposal manifests. April 11, 2012 - EPA's START Contractor, Tetra Tech, submitted a letter report summarizing actions taken at the Zonolite Site. The report included figures and tables detailing the air and soil sample locations and results . March 26, 2012 - OSC's Eichinger and Stilman met on site with Dave Butler, Greenspace Manager for DeKalb County to discuss the project close out. The preliminary ABS sampling data and locations were provided to Dave Butler. Dave Butler was satisfied with the results of the Removal Action. Control of access to the site was returned to DeKalb County. March 24, 2012 - The South Fork Conservancy hosted the 2012 Park Pride Conference. An afternoon tour of the Zonolite site was included in the conference program. OSC Eichinger and Dave Butler provided the tour participants with the history of the remediation. March 19, 2012 - OSC Eichinger coordinated and hosted a site meeting to review the removal and restoration work. Representatives from EPA, START, DeKalb County and the South Fork Conservancy attended. March 1 2012 - South Fork sediment samples were received. Those sample results show non detect for asbestos; confirming that migration of site contaminants did not enter into South Fork of the Peachtree Creek during removal activities.   February 24, 2012 - The rental equipment company picked up the remaining equipment.  The fencing company was brought in to repair the portion of the entrance gate that was damaged by truck. START and OSC Stilman performed sediment sampling (3 locations and 1 background) in the South Fork of the Peachtree Creek in the area of the drainage creek outfall.  Samples were sent out for asbestos analysis.  February 23, 2012 - Activity based clearance sampling of the building pads occurred. Perimeter and personnel sampling continues. No asbestos was detected in the personnel or perimeter air samples. Air sample were sent to the laboratory with a two day turn around time for the results.  No asbestos was detected in personnel or perimeter air samples.  START, OSC Berry and OSC Stilman provided oversight   February 22, 2012 - Crews continued to restore the site and follow the grading plan provided by DeKalb County. Rip-rap and corrosion control matting was installed on the new bank of drainage creek. All exposed soil was hydro-seeded. February 21, 2012 - Crews continued to restore the site and follow the grading plan provided by DeKalb County  February 20, 2012 - Crews continued to restore the site and follow the grading plan provided by DeKalb County  February 17, 2012 - The final 450 tons of asbestos contaminated soil was removed and shipped off site for disposal. Perimeter and personnel sampling continues. Grace continued with site restoration activities. Definition of Terms   ABS - Activity Based Sampling - Collecting of air samples while engaging in dust generation activities that could disturb asbestos fibers and release them into the air. OSHA - Occupational Safety and Health Administration - an agency of the United States Department of Labor whose mission is to prevent work-related injuries, illnesses, and occupational fatality by issuing and enforcing standards for workplace safety and health. PCM - Phase Contrast Microscopy - Sample analysis procedure, following NIOSH Analytical Method 7400, used to determine the presence of fibers in air samples.  This procedure does not differentiate between non-hazardous fibers and asbestos fibers.  Used to determine the effectiveness of engineering controls and work practices during the actual removal of the asbestos contaminated material.  PEL - Permissible Exposure Limit - Legal limit in the United States for worker exposure to a chemical substance or physical agent. TEM - Transmission Electron Microscopy - Sample analysis procedure, following NIOSH Method 7402, used to determine the presence, type and concentration of asbestos in air samples. 6.
