2.1.2 Response Actions to Date 

    On February 20, 2012, Midwest returned to the Site.

    • Midwest pumped water accumulated in the east bunker tank to the west bunker tank.
    • EQ continued solidifying sludge inside Tank 51 with paper pulp solidification media. 
    • EQ hauled off (5) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.

    On February 21, 2012, 0.1” of precipitation fell overnight and during the day.

    • Midwest was not on site.
    • EQ continued solidifying sludge inside Tank 51 with paper pulp and TerraBond solidification media.
    • EQ hauled off (6) 20 cyd roll-off boxes of solidified sludge to Southside Landfill in Indianapolis, IN.
    • Trihydro discharged approximately 6,000 gal of GAC system treated northeast and southeast area stormwater to Oil Creek.
    • OSC Verneta Simon and IDEM representatives Harry Atkinson and Ryan Groves were on site for a site walk.
    • IDEM proposed using a stockpile of foundry sand from Indianapolis as a fill material.
    • IDEM proposed installing 4 piezometer wells around the perimeter of the bunker tanks and one downgradient of the bunker tanks towards Oil Creek.

    On February 22, 2012, Midwest demobilized a long reach excavator.

    • EQ began powerwashing the interior of Tank 51.
    • EQ deconned an excavator and a mini excavator.
    • Trihydro discharged approximately 20,000 gal of GAC system treated northeast and southeast area stormwater to Oil Creek.
    • IDEM representative Ryan Groves reported that IDEM started working on a reuse determination/approval letter to OSC Simon that will allow the PRP Group to use foundry sand as fill material.

    On February 23, 2012, less that 0.1” of precipitation during the day.

    • Midwest was not on site.
    • EQ hauled off (6) 20 cyd roll-off boxes of solidified sludge and washwater to Southside Landfill in Indianapolis, IN.
    • EQ continued powerwashing the interior of Tank 51.
    • EQ began deconning mix boxes.
    • Trihydro discharged 9,730 gal of GAC system treated northeast and southeast area stormwater to Oil Creek.
    • Steve Jones of the Pike Township Fire Department was on site for a site walk.

    On February 24, Less that 0.1” of precipitation fell overnight and during the day.

    • Midwest mobilized a long reach excavator, a bulldozer, and a bobcat.
    • EQ hauled off (4) 20 cyd roll-off boxes of solidified sludge and wash water to Southside Landfill in Indianapolis, IN.
    • EQ finished final cleaning of Tank 51.
    • EQ continued deconning mix boxes and equipment.
    • Trihydro hauled off 2 loads (11,600 gal) of oily water from the Tank 51 secondary containment and primary separator to United Waste Water Inc.’s facility in Cincinnati, OH.
    • Trihydro requested visual inspection of Tank 51.  No product was visible on the floors or walls of Tank 51, and the condition was documented with photos.  A disclaimer was written on the inspection sheet – “Visual inspection only.  Tank 51 will not be closed until confirmation wipe sampling indicates that it is clean.”
    • The PRP Group submitted a revised Tank 51 work plan.
    The wood pulp and sawdust solidification materials are reclaimed/recycled products.  As of February 24, 2012, approximately 15,250,000 pounds of wood pulp solidification media, 1,800 tons of sawdust solidification media have been used to solidify sludge.  Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.
