2.1.2 Response Actions to Date 

    On March 19, 2012, 0.6” of rain fell over the weekend.

    • Midwest continued to remove solidified sludge and add paper pulp solidification media to the west bunker tank sludge.
    • Midwest hauled off (20) 20 cyd roll-off boxes and dump trucks of solidified sludge to Southside Landfill in Indianapolis, IN.

    On March 20, 2012, Midwest hauled off (16) 20 cyd roll-off boxes and dump trucks of solidified sludge to Southside Landfill in Indianapolis, IN.

    • Midwest continued to remove sludge and add paper pulp solidification media to the west bunker tank sludge.
    • Midwest moved ramp material further east to gain access to additional sludge.
    • Midwest continued to pump west bunker tank water into the east bunker tank.
    • Midwest removed an 18” pipe from the west bunker tank.
    • Midwest cracked a boom on the long reach excavator.  There were no injuries, and a replacement was mobilized.
    • Trihydro requested visual inspection of the west chamber of the control structure.  Trace amounts of product were observed (aka RCRA empty) due to complex structure of the chamber and in-flowing water.  The condition was documented with photos.  
    • Trihydro received Tank 51 PCB confirmation sample analytical results.  All results were non-detect for PCB's.
    • AVS was on-site to discuss northeast area storm sewer jetting.

    On March 21, 2012, Midwest completed west bunker tank sludge removal.

    • Midwest preloaded (4) 20cyd roll-off boxes with solidified sludge.
    • Midwest continued to pump west bunker tank water into the east bunker tank.
    • Midwest began deconning process piping connected to Tank 51.
    • AVS hauled off 1 load (5,500 gal) of oily water from the Tank 51 secondary containment to United Waste Water Inc.’s facility in Cincinnati, OH.

    On March 22, 2012, 0.2” of rain fell during the day.

    • Midwest hauled off (22) 20 cyd roll-off boxes and dump trucks of solidified sludge to Southside Landfill in Indianapolis, IN.
    • Midwest began removing the limestone gravel and ramp material that contacted solidified sludge from the west bunker tank.
    • Trihydro requested visual inspection of the west bunker tank.  Trace amounts of product were observed (aka RCRA empty), and the condition was documented with photos.
    • Midwest left part of the southern roof support structure in place during sludge removal due to health and safety concerns that tank walls could collapse without the support while workers were inside the tank.
    • Workers were allowed under the remaining roof structure only in covered heavy machinery.
    • Thus, unlike in the east bunker tank, Midwest was not able to manually squeegee the small amount of residual product from the tanks floors.

    On March 23, 0.11” of rain fell overnight and during the day.

    • Midwest hauled off (13) 20 cyd roll-off boxes and dump trucks of solidified sludge to Southside Landfill in Indianapolis, IN.
    • Midwest finished removing the limestone gravel and ramp material that contacted solidified sludge from the west bunker tank.
    • Midwest equalized the water in the east and west bunker tanks by pumping east bunker tank water into the west bunker tank.
    • Midwest finished deconning process piping connected to Tank 51.
    • Trihydro collected two rinsate samples from process piping connected to Tank 51.

    On March 26, 1.6” of rain fell over the weekend.

    • The west wall of the west bunker tank collapsed over the weekend.
    • The failure is approximately 60% of the central part of the wall.
    • Midwest put up safety fence around the collapse.
    • Midwest was on site deconning and demobilizing equipment.
    The wood pulp and sawdust solidification materials are reclaimed/recycled products.  As of March 26, 2012, approximately 15,250,000 pounds of wood pulp solidification media and 1,800 tons of sawdust solidification media have been used to solidify sludge.  Additionally, 880 tons of lime solidification media and 45 tons of TerraBond solidification media had been used to solidify waste sludge.

    As of March 26, 2,259 tons of sand and 1,400 tons of limestone gravel had been placed into the east and west bunker tanks to access the remaining solidified sludge.
