Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  


Current Activities

-Storage building adjacent to the command post was cleared of mercury to non-residential standards. START collected Lumex readings in the breathing zone which averaged 1000 ng/m3.  Mercury clean up is complete.

-ERRS identified and consolidated containers collected in buildings and around the site. Those awaiting disposal were moved to staging area 2..

- ERRS began decommissioning the waste water treatment plant and began construction activities associated with installing a new section of storm sewer pipe which will allow storm water to freely flow to Stoney Creek.  Crew pressure washed and scraped surfaces in WWTP including surrounding grounds, oil/water separator, and retention basins. Separator was pulled from pit and further decontaminated.  Separator pit was filled with crush and run and covered with concrete. Oil skimmer and side box was removed from 10'x10' retention basin. Silt fence was installed around limits of disturbance.  

-An electrician was hired to disconnect power lines in and near the WWTP to allow for construction work in that area..  ERRS began demolition activities. Concrete, back wall, and pipes on west side of 10x20 retention basin were cleared in preparation for installation of new sewer pipe.

-Debris/sludge was discovered in storm sewer pipe leading to the 10'x10' which was not removed during initial cleaning. The storm water pipe between manhole #11 and inlet to 10x10 retention is being cleaned again using a jet rod. A remote camera is being used to ensure that cleaning is complete.

-Built up flood debris was cleared from creek and surrounding area prior to culvert where creek flows off site in order to reduce likelihood of flooding on site during rain events.  

-ERRS scraped and pressure washed trenches, sump adjacent to T-431A, and acid pad around T-209 and T-210.

-Water with slight sheen on top was found collecting in pad around former diesel tanks (T-209 and T-210). ERRS moved water to T-528 and pressure washed the pad. Outlet valve left open to allow water to flow out of containment are after rain events. Tanks in this area empty.  

-START contractors are performing air monitoring to ensure worker safety while performing pit entries and other activities that may present a risk for worker exposure.

-Contents of T-527 were moved to T-528 following a small leak at manway of T-527. Water from leak was not insignificant and evaporated by end of water transfer to T-528.

- Waste water generated from storm sewer cleanout and pad cleaning is being stored in T-539, T-530, T-528, T-526 and T-525. ERRS began shipping water off site to DELCORA for treatment.  To date, 156,050 gallons have been shipped offsite for treatment.  Prior to shipment water is being pret-treated using  5 micron filter bags and a carbon filtration unit.

-Water currently being generated from sewer cleaning activities is being temporarily stored in T-431A.  It is then being pumped through a 100 micron filter bag to remove heavy solids prior to being consolidated with other waste water in T-530.  

-ERRS drained built up residual material from low spots in pipes throughout the facility.  

-ERRS continues to sample drums staged onsite for disposal.  

- ERRS began patching concrete in areas where concrete is deteriorating and oil or oily water was observed on surface.


Planned Removal Actions

-Complete pre-treatment and shipment of waste water off site for treatment.

-Complete transport and disposal of all waste stored on site.  

-Complete installation of new section of storm sewer pipe.


Key Issues

EPA plans to complete complete removal activities at the site by August 2012.


Disposition of Wastes

Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
