Neither Stoney Creek Technologies nor any other Respondent to EPA's Orders or Potentially Responsible Party is conducting response actions due to bankruptcy, financial inability, or other reasons; therefore, EPA continues to use its own contractor resources to conduct response actions at the Site.  


Current Activities

-ERRS completed the decommissioning of the waste water treatment plant and completed construction activities associated with installing a new section of storm sewer pipe which will allow storm water to freely flow to Stoney Creek.  Crew pressure washed and scraped surfaces in WWTP including surrounding grounds, oil/water separator, and retention basins. Separator was pulled from pit and further decontaminated.  Separator pit was filled with crush and run and covered with concrete.10’x20’ retention basin was capped with flowable fill, crush and run and clean fill surrounding the new storm sewer pipe and dropbox. Flowable fill and concrete was added into the 10'x10' retention basin. Crew also constructed new concrete walls within the 10’x10’ retention basin in order to enhance the structural integrity of the existing walls.

-ERRS conducting power washing of the dismantled process pipes/lines from the Wastewater Treatment Plant.

-ERRS repaired retention wall on the road side of the WWTP.

-ERRS removed stained rocks along North Fence line. The material was drummed and stored onsite awaiting disposal.

-ERRS continued shipping water off site to DELCORA for treatment.  To date, 344,410 gallons have been shipped offsite for treatment.  Prior to shipment water is being pre-treated using 5 micron filter bags and a carbon filtration unit.

-ERRS conducted the removal of insulation from T445, T480 and T525. Insulation was bagged and placed into a roll-off awaiting disposal.

-ERRS removed sandy, oily material from underneath T220, T221 and T120. Deteriorating concrete pads from underneath these tanks were repaired with concrete and flowable fill. Material was drummed and staged onsite awaiting disposal.

-ERRS scraped and pressure washed trenches, sump adjacent to T-431A, and acid pad around T-209 and T-210.

-ERRS filled large sump by T431A with crush and run and capped off with concrete.

- Magnesium containing material was transferred from a rolloff into drums in preparation for transportation and disposal.  

-ERRS transported approximately 75 tons of drummed waste from various sources off site for disposal during this work period.  

-ERRS removed sludge and sediment from bottom of tanks used for waste water storage..

-ERRS drained built up residual material from low spots in process pipes throughout the facility.  

-ERRS completed patching concrete in areas where concrete is deteriorating and where oil or oily water was observed on surface.    

-START contractors are performing air monitoring to ensure worker safety while performing pit entries and other activities that may present a risk for worker exposure.

-A discharge of sewer sludge was observed from the sewer pipe which empties into the 10’x10’ after a heavy storm event. ERRS contractor removed and drummed the material. ERRS contractor will re-evaluate the sewer system with a video camera and conduct additional cleaning of the sewer with a jet rod high/pressure water.


Planned Removal Actions

-Complete pre-treatment and shipment of waste water off site for treatment.

-Complete transport and disposal of all waste stored on site.  

-Complete cleaning of storm sewer.


Key Issues

Planned completion of removal activities is now mid/late September due to the need to re-evaluate and clean the on site storm sewer system.


Disposition of Wastes

Disposal activities include disposal from individual tanks, tank consolidations, and a variety of drums.  Single manifests may include wastes from multiple sources.  Wastes are primarily disposed as corrosive (acids and caustics), flammable (items containing solvents), and non hazardous (primarily oil-based materials).
