Site Description

The site is composed of two plants.  Plant 1 housed the manufacturing facility and Plant 2 produced waxes and served as a storage lot.  EPA activities in plant 1 are mostly related to waste water management.  EPA activities in Plant 2 were related to the disposal of waste water found in frac tanks and stannic chloride cylinders.  All of the Frac tanks were removed from Plant 2 (please see pollution reports 1-13 concerning this activity).  These two facilities are divided by another company unrelated to the site.

Current Activities

-  On September 18, 2002, the last of the 1,120 cylinders were destroyed and disposed of.  During this disposal phase, a total of 10, 719 lbs of good stannic chloride and 542 lbs of poor quality stannic chloride was recovered and repackaged into DOT approved cylinders.  The stannic chloride will be given to Reagens, USA, and they will pay to transport it to their facilities in Texas. Site activity at plant 2 has finished.

-  Commencing the week of September 23, 2002, ERRS moved operations to Plant 1 and started identifying electrical, water, steam, and product lines found in the middle process plan.  Reagens USA has moved the majority of tanks from this area, and the area is clear for the dismantling of the production lines.   Starting the week of October 7. 2002, ERRS contractor began dismantling the lines using an excavator with shear attachment.  The metal is being segregated into steel and stainless steel and will be purchased by a metal recycler.

-  ERRS has mobilized a chemist to the site and he will be in charge of developing a bulking plan for the laboratory chemicals.

-  ERRS continued with managing the collection of stormwater at the Site.  Heavy rains caused by tropical storm Isidore required for removal of water from the above ground storage tank.  During the period of 9/18-20, a total of 253,152 gallons of stormwater was removed and transported to a waste water facility.

Planned Removal Actions

-  Continue dismantling the middle production line, decontaminating steel pipe and vessels, and disposing of the metal.

-  Continue with the bulking of chemicals in the laboratory.

-  Continue with water management practices at Plant 1.

Key Issues

- Continue coordinating with Reagens USA Inc. pertaining to the removal of vessels from Plant 2. Reagen USA Inc. bought some of the assets from the bank.
