1.1.2 Site Description
The Responsible Party (RP) operates and maintains several wells in the surrounding area, along with tank batteries, transfer lines, gathering lines, etc.
This POLREP provides information on two oil spills from two fractured pipelines that occurred within proximity of each other and are owned and operated by the same RP.
Incident 1 (NRC #1035218) occurred on 01/05/2013, and incident 2 (NRC #1035187) occurred on 01/08/2013.
1.1.2.1 Location
Both incidents occurred from pipelines into unnamed creeks just south of Ratliff City, Carter County, Oklahoma.
Incident 1 occurred south of Ranch Road and west of State Highway 76.

1.1.2.2 Description of Threat
Incident 1 was an estimated 20 - 40 barrels of oil and 160 - 180 barrels of salt water spilled into an unnamed creek from a pipeline that ran across the creek.
Incident 2 was an estimated 1 - 2 barrels of oil spilled from a fractured pipeline into both ditches that run along Ranch Road, which drained to the east into an unnamed creek that flowed south.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Preliminary findings upon arrival by the EPA OSC and EPA START-3 Contractor was that two pipelines had fractured, and the RP had crews of personnel, tanker vacuum trucks, bobtail vacuum trucks, and backhoes responding to contain and recover the oil spill. Both responses included downstream earthen underflow dams, recovery vacuum trucks, and creek and ditch flushing with water and a surfactant/dispersant (PetroGreen, as indicated by the RP).
The OSC advised the RP to discontinue application of the surfactant/dispersant, that it could only be used after consultation and authorization by the OSC. The RP asked if the product, Petrogreen, could be added to the Product Schedule. The OSC indicated anyone can apply for a product to be added to the Product Schedule, but that it could not be utilized without prior OSC authorization.
Incident 1 was a ruptured 5 inch steel pipeline found on 01/05/2013 leaking oil along the west bank into an unnamed south flowing creek. The RP had installed an underflow earthen dam approximately half mile downstream and again at approximately one mile downstream. Each recovery point was in operation continuously with tanker vacuum trucks.
Incident 2 was a 2.5 inch fiberglass flow line found on 01/08/2013 leaking oil into both ditches in front of 6087 Ranch Road downhill to the east into an unnamed flowing creek. The RP had installed an underflow earthen dam approximately quarter to half mile downstream and was recovering liquids with a bobtail tanker truck.

2.1.2 Response Actions to Date
After the second incident was reported to the NRC on 01/09/2013, and follow up was made to the RP by the EPA Phone Duty Officer, the EPA and EPA START-3 Contractors were activated to respond and assess the incident. While on scene, the OSC instructed the RP to report both incidents to the NRC.
After each pipeline fracture was found, the RP installed downstream underflow earthen dams, repaired the lines, flushed the ditches and creeks with water and surfactant/dispersant, and recovered the oil.
RP flushed the drainage paths and impacted creeks with fresh water (after ceasing application of surfactant/dispersant as directed by the OSC). Flushing and recovery operations continued until complete as determined by OCC. RP reported to the OSC completion of the response effort on 02/06/2013.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
At the present time, the responsible party (RP) is Citation Oil and Gas Company.
2.1.4 Progress Metrics
All recovered materials were processed by the RP and disposed down their on-site disposal well. Estimated recovery volumes were not determined for the two incidents separately over the course of the response, due to recovery volumes including the oil, salt/process water, and creek fluids.

1. RP was advised to no longer apply surfactant/dispersants without prior authorization by an EPA OSC.
2. RP was advised to report any oil spills that impact or threaten to impact a navigable waterway or nexus to a navigable waterway to the National Response Center immediately or as soon as possible after the release is found.
