1.1.1 Incident Category

1.1.2 Site Description

The Site is a metal finishing/electroplating facility that was operating until September 2012.  The City of Fall River has perfected a Decree of Foreclosure in Land Court, and taken possession of the Site. 

1.1.2.1 Location

The Site address is 161 Graham Road in Fall River Massachusetts.  It is located in an industrial area, and encompasses an approximately 4.0 acre parcel including a single story building.  Residential areas are located to the south and to the west of the site, with the closest residences approximately one third of a mile in the southerly direction and one half mile in the westerly direction. 

 


1.1.2.2 Description of Threat

The interior of the building reflected bad housekeeping practices with vats, drums and other containers of hazardous chemicals and hazardous wastes in deteriorated condition.  There is unrestricted access to the Site and potential trespassing and vandalism may result in a potential release and exposure to the public and the environment.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA conducted a fund-lead removal action to address conditions at the Nu-Chrome Site.

2.1.2 Response Actions to Date

Please refer to POLREPs #1 and #2 for a description of site activities prior to November 29, 2012.

From November 29, 2012 through February 15, 2013, EPA and its contractors, performed the following site activities.
  • Sludge from the bulk containers was solidified and packaged into drums in preparation for transportation and disposal.  The bulk containers were subsequently pressure washed to remove residual contamination. The rinsate was collected and packaged for transportation and disposal.
  • All drums and other small containers found throughout the site were consolidated in a temporary staging area.  An inventory was conducted, and Information was collected to assist in assigning each container to an appropriate waste stream in preparation for transportation and disposal.
  • Surface soil contaminated with lead and mercury was excavated and staged in roll-off containers in preparation for transportation and disposal.
  • All waste material was shipped off site to EPA approved disposal facilities.  Detailed information is provided in the table below.

 On February 15, 2013, EPA and its contractors demobilized from the site.

This table is an estimated representation of waste metrics collected on-site at the time of waste transport and does not reflect final disposal metrics.  Final disposal metrics will be certified in the Certificate of Disposal and/or ”Off-Site Rule” Disposal Report, provided by the contractor at the time of final disposal.

2.2.2 Issues

Subsequent to the initiation of the removal action, EPA and the START contractor conducted additional site investigation activities.  Preliminary screening using a portable X-Ray Fluorescence Spectrometer identified elevated levels of lead, barium and silver in particulate matter in portions of the site.  The lead and silver contaminated particulate material appeared to be residue from metal grinding and buffing operations at the site.  The barium-contaminated material appears to be residue from metallic coating operations.  The OSC prepared an Action Memorandum addendum, requesting approval of a modification to the scope of the response to include removal of  the lead-contaminated material.  The Action Memorandum was approved on November 29, 2012.
