1.1.2.1 Location

The Site is located at 820 West Marion Road, Mt. Gilead, Morrow County, Ohio, 43338.  The geographical coordinates for the Site are 40° 33” 10.64’ North latitude and -82° 51” 17.27’ West longitude.  The Site where the release occurred is located in a mixed industrial, commercial and residential area. 

The site is approximately 80 acres in size.  Approximately 15 acres of the property is enclosed by a chain link fence and contains an approximate 300,000-square-foot building.   Railroad tracks run along the northern portion of the property with a rail spur entering the fenced-in area.  There is open farmland beyond the tracks.   Residential properties are located approximately 0.1 miles to the east and west and a residential neighborhood borders the Site on the south on West Marion Road.  A small creek flows around the fenced perimeter of the property and the creek eventually discharges to the Olentangy River.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

During this reporting period, three underground storage tanks (USTs) were uncovered, pulled and cleaned for recycling.  Contaminated soil near eastern USTs was excavated, sampled and staged for disposal.   Soil from windrows that were historically created by former property owners (according to Ohio EPA) were sampled for analysis.  PCB containing equipment (transformers, capacitors) were removed from site.  ERRS completed cleaning the interior pits, began cleaning the floor for paint preperation and began filling in the pits with on-site soils.     

2.1.2 Response Actions to Date


On June 16 and 17, two trucks (approximately 11,000 gallons) of oil/water mixture was transported off site for disposal.

During the week of June 16, ERRS excavated two USTs from the eastern portion of the facility and staged contaminated soil excavated from near the USTs for disposal.    Access ports were cut into the tanks and ERRS powerwashed the inside of the tanks in order for the tanks to be recycled.   All excavations were filled in with on-site soils.  ERRS completed cleaning the interior pits.

During the week of June 24, Clean Harbors removed 2 PCB contaminated transformers, 32 PCB contaminated capacitors, and various PCB contaminated associated equipment and oil.   ERRS continued to fill interior pits with on site soils, and powerwash/scrub the floor for paint preperation.  In addition, 1 UST was excavated from the western side of the facility, access holes were cut into it, and the UST was powerwashed for recycling.  Analytical data for contaminated soils excavated near the eastern USTs indicated low levels (5.7 ppm) of PCB contamination.   Analytical data for the historic windrows indicated the soil was non-hazardous and therefore the windrows will not be addressed under this action.

On July 1 and 2, ERRS continued to fill interior pits with onsite soils and powerwash/scrub the floor for paint preperation.

On July 3, personnel demobilized from the site for the July 4th holiday.   Site personnel will remobilize on Monday, July 8.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

The PRP has been identified and State and Federal enforcement activities are proceeding.

  2.2 Planning Section
    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

The following activities will take place at the site:
    
    All containers will be consolidated inside the site building, staged and sampled for disposal.
    All large pits containing waste oils will be sampled for disposal
    All ASTs/USTs will be sampled for disposal
    All chemicals will be disposed of at an US EPA approved disposal facility
    All ASTs/USTs will be removed or rendered unusable
    All pits containing waste oils will be cleaned and filled with site soil and rock.   
    Contaminated soil will be excavated and disposed.
    Transformers will be investigated for PCB containing oil and disposed as appropriate.

2.2.1.2 Next Steps

Complete cleaning of pits, fill with on-site material and rock

Prep high pcb concrete area for epoxy paint, apply two coats of epoxy pain to the area

Dispose of contaminated soil

Crush and dispose of RCRA empty containers/non-haz solid waste (approximately 20 tons)

    2.5.1 Safety Officer

A Health and Safety Plan was created for the site and all site workers have read and signed the plan.   A daily Health and Safety meeting is held each day before the start of site work.

An emergency shower and eye wash has been set up outside the entrance to the building.

In order for ERRS to rent the high powered pressure washer/scrubber (10,000 psi) two personnel had to attend a safety course prior to picking up the machine.
