Site Description

Photograph Description (web site only):  ERRS bulking debris from dismantling of trailer into roll-off-bin.

Phase 2 completed.  All waste in the yard packed into either drums or B-25 boxes.  Waste containers will be secured against adverse weather.  Waste containers will be transported off-site next year.  On-site security will be maintained for 24 hours while the  site closed for the holidays.  Remobilization on January 3, 2005.


Current Activities

December 6 - 14, 2004:
1 OSC, 4 START, 2 PST, 10 ERRS, 2 REAC
-  ERRS continued to bulk the SCO and non-radioactive debris into roll-off-bins.  
-  ERR filled B-25 boxes with RCM.
-  ERRS and the START continued assessed heterogeneous lots to segregate RCM and SCO.
-  ERRS continued to sample homogeneous lots of RCM for MCA analysis.
-  Off-site disposal of SCO and debris.
-  ERRS emptied the semi trailer of all debris and items.  The trailer was dismantled and bulked into SCO roll-off-bins.
-  The START contined to segregate heterogeneous RCM lots for MCA analysis.
-  The START continued to conduct on-site analysis of gauges and dials the MCA.  
-  The START continued air surveillance, updating of the instrument web data base and photodocumentation of items being disposed of for the data base.  
-  The PST conducted a perimeter gamma survey, personnel decontamination, medical surveillance, debris gamma screening, RCMS and updated the site personnel dose data base.
-  Site prepared for Holidays demobilization.  PST and START demobilized on Dec. 13 and ERRS demobilized on Dec. 14.  After December 14, 24-hour security will be maintained on-site.
-  Phase 2 completed.

Next Steps

January 3, 2005:  Begin Phase 3:  Building Item Removal.  Health physics contractor not retained for Phase 3.  RCM items will be packed into drums and sent to Thomas Gray for processing and packing into B-25 boxes prior to being sent to the appropriate U.S. Ecology facility for disposal.  Phase 3 is anticipated to take 3 - 4 months.


Key Issues

1.  Enforcement action against the business owner for failure to comply with CERCLA 106 Order.  
2.  Procurement of necessary equipment to ventilate radon from structure during Phase 2.  
3.  Procurement of the necessary equipment to install a conveyor system to remove items from the building.
4.  Meeting with California Department of Health Services on free release level for the site upon completion of the removal.
