1.1.1 Incident Category
Abandoned Plating Shop CERCLA Funded Removal
1.1.2 Site Description
The site is a approximate 8,000 square foot tilt up warehouse building. There is also a 4,000 square foot parking lot and 4,000 square foot back lot. The site consists of a plating line room, two polishing rooms, a storage warehouse and a office area. The plating system was used to plate chromium, nickel and zinc. In addition to the plating system there was also a water treatment system. All of the plating vats and treatment tanks contained plating liquids and solids. Please refer to the Action Memo for a more detailed description.
The site is located in a light industrial/commercial area of Rialto, CA. To the north is Filter Recycling Service, permitted non-RCRA TSDF, to the south is commercial warehouse buildings, to the west is the an off-road vehicle company and to the east is the boiler makers union training facility.
1.1.2.1 Location
The site is located at 130 W. Mindanao Ave., Rialto, San Bernardino Co., CA.
1.1.2.2 Description of Threat
The site is an uncontrolled hazardous waste site with large quanities of plating chemicals including RCRA charactistic corrosive and toxic liquids and solids, hexavalen chrome, heavy metal containing polishing dust and paints/coatings. The site has been subject to numerous breakins by transients looking for scrap metal.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
This is an abandoned plating shop referred to EPA by the San Bernardino Co. Fire Department (SBCoFD). On October 9, 2012 OSC Wise conducted a site visit with the SBCoFD and the California Department of Toxic Substances Control (DTSC). During that visit, OSC Wise issued a Notice of Federal Response (NFR) to business operator. On November 19, 2012, OSC Wise, the SBCoFD, South Coast Air Quality Management District (AQMD), DTSC and Rialto Code Enforcement (RCE) conducted another site visit. During this site visit, RCE issued a red tag on the building for extreme electrical hazards. Due to the electrical hazards OSC Wise had contacted the California Occupational Safety and Health Administration (CALOSHA) for the hazards to employees. During CALOSHA's inspection of the site, the business operator informed CALOSHA that the business had not plated since June 2012 and was out of business. Based on this information, the history of hazardous waste notice of violations, the non-existence of any permits (except a industrial discharge permit) or a business license, OSC Wise, DTSC and SBCoFD informed the business owner and the landowner that all hazardous substances and environmental contaminants would have to be removed from the site. To provide a schedule for removal activities, a second NFR was issued to the business’ operations manager outlining the removal tasks and a timeline.
On November 26, 2012, OSC Wise, Superfund Technical Assessment and Response Team (START), DTSC and SBCoFD conducted a removal assessment of the property. Every chemical container with the exception of the upright tanks in the treatment system were sampled and hazcatted. The second NRF was also issued to the landowner and the actual business owner. The assessment documented the presence of Resource Conservation and Recovery Act (RCRA) corrosive characteristic wastes present in the plating lines at the facility. The START submitted multiple samples for laboratory analysis. The samples documented the presence of RCRA toxic wastes (chrome, silver and arsenic) and corrosive wastes.

2.2.1 Anticipated Activities
ERRS: Off-site T&D is planned for August 28, 2013.
START: The assessment of the plating line sub-slab soil will take place on August 27, 2013.
All site operations are anticipated to be completed on August 28, 2013.
