Current Activities

Closure activities were initiated the week of April 29, 2013. Soil stabilization and re-vegetation of disturbed areas, including any additional tree and shrub planting, required by Item 9.3 (h) of the EPA AOC is subject to the approval of the current property owner (Episcopal Ministries to the Aging, Inc. [EMA]).  It is anticipated that these activities will occur during the spring 2014 growing season to ensure establishment of healthy vegetation.

All monitoring wells, piezometers and sumps have been abandoned in accordance with the Code of Maryland Regulations (COMAR) resulting in the cessation of monitoring and product recovery.

No problems were encountered during this reporting period.

Next Steps

Fogle's submitted a "Draft Seepage Area Closure Report" to EPA and MDE on December 13, 2013.  This document summarizes the activities taken by Fogle's relative to the removal of the sumps, piezometers and monitoring wells at the seepage area of the site.  It includes seven areas of concern all of which were completed, except for the revegation of area, which will occur in the spring of 2014.  This document will be reviewed by EPA and MDE.  

A final project report in accordance with section 9.11 of administrative order on consent is still pending.


Key Issues

MDE has agreed to continue oversight of the bioventing operation at the facility.  EPA activities will conclude after acceptance of project final report.
