Site Description

This Pollution Report (POLREP) documents the initiation of Removal Action activities at the Apco Mossberg Company, Inc. Site, located at 100-101 Lamb Street in Attleboro, Massachusetts.  The 11-acre property was a former auto-parts manufacturing facility.    

Previous investigations by EPA revealed that contaminants, mainly lead, barium, and cadmium, are present in soils and debris piles on the property.  In addition, PCB-contaminated capacitors, compressed gas cylinders and aerosol cannisters have been identified on-site.  The available data indicates that these hazardous materials are linked to former manufacturing activities conducted on the property between 1900 and 1987.


Current Activities

On January 18, 2005, OSC Morash mobilized to the site with Emergency and Rapid Response Services (ERRS) and Superfund Technical Assessment and Response Team (START) contractors to begin
(1) installation of additional security fencing and warning signs;
(2) sample collection and analysis to further characterize the extent of contamination;
(3) removal of gas cylinders, aerosol cannisters, and PCB-contaminated capacitor parts; and
(4) air monitoring.


Planned Removal Actions

Planned removal actions include:
(1) air monitoring and sampling;
(2) erosion control and dust suppression measures;
(3) excavation and consolidation of contaminated debris piles and surface soils;
(4) disposal of waste materials off-site at EPA-approved facilities; and
(5) backfilling the excavated areas with clean fill materials.


Key Issues

EPA is coordinating with the City of Attleboro and the Massachusetts Department of Environmental Protection to implement a community involvement plan for the site.  OSC Morash conducted neighborhood leafletting on Tuesday, January 11, 2005.  A press release for the site was issued on January 18, 2005.  A community meeting will be scheduled during spring of 2005.
