1.1.2 Site Description

The Site consists of the Allied Platers building, and soil underneath, set on the western half of an approximately 0.1 acre, level lot zoned for commercial use.  The eastern half of the property is a gravel parking area.

1.1.2.1 Location

The Site is located at 517 Park Street, Hartford, Hartford County, Connecticut.  It is bordered to the north by commercial/residential properties, to the south by a vacant lot, to the east by Wolcott St. and west by a parking lot for a local business.  Land use in the area is residential and commercial.  The geographical coordinates at the approximate center of the Site are latitude 41° 45' 29" north and longitude 72° 41' 08" west.
This is in a densely populated urban area.  Using the EPA EJSCREEN tool it is above the 80th percentile for all 12 categories. 

1.1.2.2 Description of Threat

Yellow waste in soil emanating from the building contains quantities of hexavalent chromium {Cr(VI)} due to plating activities, a hazardous substances as defined by 40 C.F.R. §302.4, in excess of CTDEEP and EPA/ATSDR screening levels for unrestricted residential and commercial/industrial use.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In the following table, the highlighted entry indicates the magnitude of exceedances of allowable contaminant levels.  When disposal sampling was done throughout the site all samples failed TCLP for hexavalent chromium and the majority of the soil and concrete throughout the site was yellow stained from hexavalent chromium.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

ERRS contractors mobilized to the Site on 11/07/2013 to begin breaking up concrete and loading out soil/debris.
All removal action and restoration work was completed and ERRS contractors demobilized from the site on Jan. 14, 2014.

2.1.2 Response Actions to Date

City of Hartford, under their authority, demolished the building and disposed of debris.

EPA performed site set-up activites, excavated CrVI contaminated soil (source), transported and disposed of soil properly, performed restoration activities and demobilized from site.

EPA enforcement activities are on-going. 
Access was granted by the property owner.

EPA Region 1 Regional Administrator and CTDEEP Commisioner have met and discussed this collaborative clean-up effort.

Emily Zimmerman is the Public Information Officer (PIO) with Danny Rodriguez assisting in communicating with the spainish speaking community in the area regarding the clean-up activities EPA performed prior to mobilizing to the site.

This is a collaborative clean-up effort with the City of Hartford, CTDEEP and EPA.
The City of Hartford, under their own authority, demolished the building and disposed of the debris.
EPA will dig up and dispose of the contaminated area "hot spot" beneath the buildings footprint to eliminate the imminent and substantial endangerment to human health and/or the environment.
CTDEEP will take action to appropriately mitigate the abutting buildings basements which are affected by contaminated groundwater from the Site.
